Job SummaryTYLin is seeking an Associate, Environmental Planning to join our environmental planning practice in the New York City region. This position is for an experienced environmental planning professional with deep expertise in the New York City Environmental Quality Review (CEQR) process and a strong track record managing complex, multidisciplinary environmental review projects for public- and private-sector clients.
The successful candidate will serve as a senior project manager, technical expert, and trusted client advisor-leading major environmental review efforts from scope through delivery, coordinating multidisciplinary teams, and helping clients navigate complex environmental review and approval processes. The role will also contribute to the growth of the practice by leading proposals, supporting client development, helping identify and pursue new business opportunities, and mentoring or supervising staff.
Responsibilities & QualificationsResponsibilities- Serve as Project Manager for complex, multidisciplinary Environmental Assessment Statements (EAS) Environmental Impact Statements (EIS), coordinated NEPA/SEQRA/CEQR reviews, technical memoranda and related documentation, with responsibility for scopes, schedules, budgets, staffing, subconsultants, client coordination, and quality.
- Provide technical leadership in applying the CEQR Technical Manual, reviewing technical analyses, resolving complex environmental planning issues, and coordinating work across multiple technical disciplines.
- Guide clients through environmental review processes, agency coordination, public engagement, and project approvals, serving as a trusted day-to-day advisor.
- Coordinate and direct multidisciplinary project teams to ensure clear assignments, strong technical integration, timely decision-making, and high-quality deliverables.
- Maintain strong working relationships with public- and private-sector clients throughout the New York metropolitan area and identify opportunities to expand TYLin's support to existing clients.
- Contribute to business development and market strategy by supporting client engagement, identifying opportunities, and helping shape pursuits in coordination with practice and growth leadership.
- Lead proposal development for environmental planning opportunities, including strategy, scope and fee development, teaming, written content, and interviews.
- Mentor and provide technical guidance to junior and mid-level staff through project work, technical review, and knowledge sharing.
- Coordinate with regulatory agencies including NYC Department of City Planning, Mayor's Office of Environmental Coordination, NYC DOT, NYC DEP, NYCEDC, NYCHA, MTA, NYSDOT, NYSDEC, FHWA, FTA, and other involved agencies.
QualificationsRequired
- Bachelor's degree in Environmental Planning, Urban Planning, Environmental Science, Geography, Public Policy, or a related field.
- 10+ years of progressively responsible environmental planning experience, including consulting/private-sector experience.
- Demonstrated expertise with the NYC CEQR Technical Manual and the full CEQR process, including preparation and management of EASs and EISs.
- Experience with the National Environmental Policy Act (NEPA) and New York State Environmental Quality Review Act (SEQRA).
- Experience with complex project management, client and business development, and leading competitive proposals.
- Strong technical judgment and demonstrated ability to review, synthesize, and communicate complex environmental analyses.
- Excellent technical writing, communication, organization, and presentation skills.
Preferred
- Familiarity with technical analysis methods and models used in environmental review, such as EPA's MOVES, AERMOD, CadnaA, and FHWA's Traffic Noise Model (TNM).
- Experience supporting major transportation, transit, infrastructure, land use, development, or public realm projects, including Planning and Environmental Linkages (PEL) studies.
- Existing relationships with New York City and regional public agencies.
- Experience mentoring and providing technical direction to junior and mid-level staff.
- Professional certification such as AICP or CEP, or an advanced degree in planning, environmental science, or a related discipline.
