Job Summary

Overview: The University of Texas at Dallas is seeking a dynamic and experienced professional to serve as the Assistant Vice President for Engineering, Construction, and Planning within the Facilities Management department. The successful candidate will play a key leadership role in overseeing the strategic planning, development, and execution of construction projects, maintenance, and engineering initiatives on our campus. This role is responsible for the program management, contract administration, inspection, and campus facilities planning for all institutionally managed and capital construction projects.

Minimum Education and Experience

Bachelor's degree in a related field of study with ten years of related professional work experience and 3 or more years of supervisory experience.

Preferred Education and Experience

Education: Bachelor's degree in Engineering, Architecture, Construction Management, or related field. Master's degree preferred.

Experience: 15 years of progressively responsible experience in engineering, architecture, construction management, or related fields, with at least 7 years in a leadership role. Understanding of governmental and higher education budgeting, policies, and practices associated with facilities management preferred.

Project Management: Proven experience in successfully managing complex construction projects from conception to completion, including budgeting, scheduling, and quality control.

Leadership Skills: Strong leadership and management skills with the ability to inspire and lead a multifaceted team. Demonstrated success in fostering a collaborative and results-driven work environment.

Communication: Excellent written and verbal communication skills with the ability to communicate effectively with a variety of stakeholders, including university leadership, faculty, staff, and external partners.

Regulatory Knowledge: In-depth knowledge of building codes, zoning regulations, and industry standards. Familiarity with sustainable and energy-efficient construction practices.

Strategic Vision: A strategic thinker with the ability to contribute to the overall vision and mission of the university. Proven ability to align construction and engineering initiatives with institutional goals. Successful and progressive professional experience in facilities planning and management in higher education preferred.

Certifications: Professional certification or registration in the State of Texas as a Professional Engineer or Architect or the ability to obtain certification within six months is required. This requirement can be waived at the option of hiring supervisor if other professional certifications are held.

Additional Qualifications: Ability to work with executive management, academic community, peers, subordinates, outside architects, engineers, and contractors.

To the extent this position requires the holder to research, work on, or have access to critical infrastructure as defined in Section 117.001(2) of the Texas Business and Commerce Code, the ability to maintain the security or integrity of the critical infrastructure is a minimum qualification to be hired and to continue to be employed in the position.

Essential Duties and Responsibilities

Essential Functions: Provides leadership and direction in the planning, design, construction, and renovation of all University buildings and related infrastructure.

Strategic Planning: Collaborate with university leadership to develop and implement strategic plans for campus development, ensuring alignment with the institution's mission and vision. Provide updates on campus projects to senior university leadership.

Construction Management: Provide leadership in the planning, design, and execution of institutionally managed and capital construction projects, from conception to completion, including contract administration. Oversee project budgets, timelines, and quality control. Oversee the coordination of projects with UT System Office of Capital Projects (OCP), as well as external program managers for major capital projects. Responsible for maintaining university design and construction standards.

Engineering Oversight: Manage a team of engineers responsible for maintaining and enhancing the university's physical infrastructure. Implement sustainable and energy-efficient practices in line with industry standards. Responsible for the oversight of campus energy conservation efforts, utility contracts and data reporting, and consumption analysis.

Facilities Planning: Lead efforts in facilities planning, including space planning and utilization, renovations, and long-term capital improvement projects. Ensure alignment with academic and administrative goals. Manage and make recommendations for the Deferred Maintenance and Facilities Renewal program. Oversee the organization and management of official University Architectural Records.

Budget Management: Develop and manage budgets for the Engineering, Construction, and Planning department. Monitor expenditures, identify cost-saving opportunities, and ensure financial accountability. Responsible for the fiscal management of multiple plant accounts.

Team Leadership: Foster a collaborative and high-performing team culture. Provide mentorship, professional development opportunities, and guidance to facilities management staff. Responsible for management of Facilities Management operations in the absence of the Associate Vice President for Facilities Management.

Regulatory Compliance: Ensure compliance with relevant building codes, regulations, and industry best practices. Ensure that all construction and engineering activities comply with local, state, and federal regulations.

Risk Management: Identify potential risks and challenges associated with construction and engineering projects. Develop and implement risk mitigation strategies to safeguard the university's interests.

Stakeholder Collaboration: Collaborate with various university stakeholders, including academic departments, administration, and external partners, to understand and incorporate their needs into planning and construction projects.

Internal Control Responsibility: Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and applicable laws, regulations, policies, and procedures are complied with.
