HDR is providing Construction Management Support Services Consultant (CMSS) at the direction of the Los Angeles County Metropolitan Transportation Authority (LACMTA). The Scope of Services of the CMSS is to support the design reviews, construction management, and administration of the construction contract(s) associated with various capital improvements projects (Projects), and to ensure that the construction of these Projects is administered and completed in compliance with contract requirements and government regulations. One of the Key projects that HDR is supporting LACMTA is The LA Metro Vermont Transit Corridor Bus Rapid Transit (BRT) project, a 12.4-mile, side-running, zero-emission transit line running along Vermont Avenue from Sunset Boulevard to 120th Street, scheduled to open in 2028. LACMTA expects that the CMSS staff will be part of a fully integrated construction project team with LACMTA in the support project office. CMSS staff shall have the specialized technical and administrative expertise to assist and support the services described herein and to perform the necessary project reporting requirements and control procedures established by the LACMTA. In the performance of the Scope of Services, CMSS staff shall adhere to and comply with all LACMTA current policies and procedures. CMSS staff, as part of a construction project team, shall respond to and receive functional direction from LACMTA staff on their day-to-day performance of the Scope of Services consistent with the organizational chart. Assistant Resident Engineer Qualified on-site support supervisory staff for management of the Rail and Bus Facilities, Highways, and Joint Development construction contracts. Assistant Resident Engineers (REs) shall be experienced in the type of construction required for rail, bus, highways, joint development and transit facilities. Under the direction of the CM or Resident Engineer, the Assistant Resident Engineer (ARE) performs a wide variety of professional engineering work in either a field or office setting. The ARE is directly responsible for administration of construction contracts and reviews the work of LACMTA, State, and contractor forces in accordance with all governing specifications. The ARE reviews progress of the work to assure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products prior to acceptance. The ARE assures appropriate measurement, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures. Additionally, the ARE is responsible to pro-actively review the contract documents to anticipate, identify, and/or prepare any change orders needed to resolve conflicts and/or recommend improvements. Assistant Resident Engineering Staff will: 1. Verifies project safety by observing contractor's operations and traffic conditions, making recommendations, and taking corrective action when necessary 2. Reviews contractor operations for compliance with CAL OSHA regulations 3. Provides direction to CMSS and contractor staff to ensure complete, accurate and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and laws 4. Monitors contractors regarding compliance with plans and quality of work and construction activity 5. Assists in the day to day administration of a construction contract 6. Activities may include: 1. set up Pre-Construction Meeting, 2. review Contractor's correspondence and inquiries, participate in Contractor's weekly status meetings, coordinate with partnering agencies, 3. generate subcontractor requests and other required forms, 4. assist with Weekly Statement of Working Days, 5. coordinate with various functional units for support during construction, 6. assist with kickoff and closeout meetings 7. Performs inspection to assure compliance with contract plans and specifications 8. Performs inspection in all phases of contract construction, e.g., paving, grading, earthwork, drainage, sewer structures, utility relocations, electrical installations, sign installations, and landscaping items 9. Develops workable and effective solutions to field issues and contract deficiencies 10. Prepares contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the project 11. Formulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering re-design work 12. Identifies the need for and prepares contract related documents for submission to the contractor 13. Reviews CPM schedules. Identifies and mitigates project risks. Completes a project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Senior Construction Manager 14. Maintains complete, accurate and timely project records, performs quantity calculations for all various phases and prepares progress pay estimates 15. Assists in assuring complete submittal of contract's monthly progress pay estimates. Ensure conformance with all LACMTA contract documents 16. Assists in assessment and preparation of contract change orders 17. Assists Resident Engineer in reviewing contract's schedule, resolving contractor disputes and in administering the claims process 18. Monitor and manage all quantity tracking 19. Reviews shop drawings and assists in constructability reviews for proposed projects. Participate in job related training Preferred Qualifications - Bachelor's degree in Engineering, Construction Management or another related field - A minimum of five years of experience in Construction or Construction Management of transit projects - Valid California Class C driver's license - Transit experience is desirable - Contractor experience (Project Manager, Superintendent, Engineer) desirable - City of Los Angeles and/or CONAD experience highly preferred Qualifications Required Qualifications - Bachelor's degree in Engineering, Construction Management or closely related field - Engineer in Training (EIT) certificate - Experience using MS Office (Word, Excel, Outlook) - Must have excellent verbal and written communication skills - Strong people skills, ability to interact with the design team - An attitude and commitment to being an active participant of our employee-owned culture is a must
