Duties Description This position will be in the Department of Engineering's Office of Design located in the Authority's Administrative Headquarters.
The candidate should be knowledgeable of current New York State design standards, procedures and specifications including the Project Design Manual, Standard Specifications, Bridge Manual or Highway Design Manual, AASHTO LRFD Bridge Design Specifications or AASHTO Green Book, Standard Sheets and/or Bridge Detail Sheets.
Duties will include but are not limited to the following:
• Provide professional engineering design services for various bridge repair, rehabilitation, and reconstruction projects in support of the Capital Program.
• Prepare design reports/studies, plans, specifications, engineer's estimates (PS & E), design calculations and other technical elements of a bridge or highway project.
• Manage engineering design consultants including preparing scopes of services, tracking progress of projects and evaluation of consultants.
• Provide construction support as project progress.
• Additional duties as assigned.
Minimum Qualifications Engineer Trainee (Civil/Transportation) SG-18;
Current New York State employee with one year or more of qualifying permanent service as SG-16 or above, and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
Assistant Engineer (Civil/Transportation) SG-20;
Current New York State employee with one year or more of qualifying permanent service as a SG-19 or above, and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
**All transfer candidates are required to have proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE).**
NY HELPS Qualifications:
Assistant Engineer (Civil/Transportation) SG-20:
Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below.
OR; Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.
Engineer Trainee SG-18:
A bachelor's degree or higher in engineering or engineering technology as listed below.
OR; Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of?Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.
Individuals appointed as an Engineer trainee must complete one successful year in the traineeship regardless
of when they obtain their Fundamentals of Engineering Examination (FE).
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $64,427 up to Job Rate $100,979.
Recruitment & Retention Pay: $7,000.
This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate's salary at the time of hire.
