Upper Darby Township is seeking an experienced and motivated Assistant Director of Public Works to help lead one of the Township's most essential departments. Working closely with the Director of Public Works, this position assists in planning, organizing, and directing department operations that support the Township's infrastructure and essential services, including streets, sanitation, stormwater systems, fleet operations, facilities, and parks maintenance.
Key responsibilities include providing daily oversight of supervisory staff, assisting with department budgeting and purchasing activities, coordinating capital improvement projects, conducting field inspections, reviewing technical plans and specifications, and supporting the development of departmental policies and procedures. The Assistant Director also serves as a liaison with residents, contractors, consultants, regulatory agencies, and other Township departments to ensure projects are completed efficiently and public concerns are addressed promptly.
This position plays a vital role in employee development, emergency response coordination, labor relations, and long-term operational planning. Ideal candidates will possess strong leadership skills, extensive public works experience, and the ability to manage complex projects while maintaining a high level of customer service and professionalism. The successful candidate must be comfortable working both in the office and in the field and be available to respond during emergency situations and other critical events.

Monday-Friday 7:00AM - 3:30PM Must be available for emergency response and on-call situations as needed

Position Requirements
Qualified candidates must possess a high school diploma or GED equivalent and a minimum of ten (10) years of combined experience in municipal infrastructure, water distribution and treatment, sanitation, recycling, and/or streets maintenance. Candidates must also have at least five (5) years of supervisory experience, thorough knowledge of roadway maintenance and repair, stormwater construction and maintenance, facility maintenance, NPDES reporting and compliance, and project management, as well as knowledge of applicable local, state, and federal laws and regulations. A valid driver's license is required.
Preferred qualifications include an associate degree or other advanced education in public administration, construction management, engineering technology, business administration, or a related field. Additional consideration will be given to candidates with experience managing municipal budgets, overseeing capital improvement projects, administering collective bargaining agreements, preparing regulatory reports, and working within a local government environment. Candidates must also be able to read and interpret engineering plans and communicate effectively with employees, residents, and external stakeholders.
