. *[35 Hours per Week.]Duties & ResponsibilitiesPurpose of Position:
Assists with the planning, organizing, directing, coordinating and evaluating of nursing service of a health care setting within the Department of Nursing. Ensures optimal utilization of resources, service delivery, safe patient care, and compliance with all applicable local, state, federal and NYC Health + Hospitals rules and regulations and nursing standards of care to improve outcomes and the patient experience.
Essential Duties and Responsibilities:
1. Oversees daily nursing clinical operations and patient care delivery for one unit/department. Ensures structured safety huddles and appropriate patient assignments.
2. Assists in developing policies, objectives and standards of nursing service. Assists in reviewing and recommending revisions, as needed, to unit-specific policies and procedures and interprets policies and objectives of nursing service to staff and other disciplines.
3. Participates in planning, organizing, and evaluating of nursing service and/or health programs. Monitors delegation, care coordination, and escalation pathways.
4. Assists in implementing organizational plans for nursing service that delineate nursing functions, define relationships with other departments/disciplines and ensure maintenance of competent nursing staff.
5. Oversees daily staffing, scheduling, and equipment coverage. Makes staffing adjustments and manages overtime to achieve departmental goals and objectives, as necessary. Ensures effective use of resources within budgetary guidelines.
6. In collaboration with nursing leadership, develops strategies to identify nursing candidates, retain and engage staff to ensure quality care while maintaining staff and patient satisfaction. Ensures staff are properly oriented.
7. Assists in the development of administrative procedures and programs of patient care. Identifies and investigates issues or variances in practice and/or operations by participating in the Root Cause Analysis process and implements corrective action plans, as necessary.
8. Directs, supervises, and evaluates activities of Supervisor of Nurses and other nursing personnel. Conducts staff performance reviews to ensure that standards of quality care are met and monitors unit-level quality indicators and patient outcomes. Supports performance management and competency validation and promotes evidence-based practice and professional development.
9. Prepares and makes periodic and daily reports on administrative matters relating to staff and patient management.
10. Monitors information technology infrastructure and corrects gaps in clinical nurse documentation. Reinforces policy adherence and documentation standards.
11. Maintains readiness for regulatory surveys and audits.
12. Participates in the direction and implementation of a quality assurance program for nursing. Leads staff participation in quality and safety initiatives and required compliance measures.
13. Assesses nursing services through rounds, chart reviews and observation/evaluation of patient care.
14. Participates in departmental and other relevant activities, meetings, and health care events, as required.
15. Ensures adherence to established protocols during emergencies and declared disasters, while maintaining staff preparedness through clear communication of roles, responsibilities, and required training.

17. May have responsibility for planning, organizing, directing, coordinating and evaluating the nursing service in a health care setting participating in selection, placement and follow-up of patients transferred to homes.
18. May assume responsibility for planning, directing, coordinating and evaluating nursing service on the weekend/evening and/or night tours. Provides guidance to nursing administrators to ensure continuity of patient care on off tours.
Minimum Qualifications1. Valid New York State license and current registration to practice as a Registered Professional Nurse in New York State; and
2. Master's Degree from an accredited college or university in Nursing Administration or a related nursing discipline; and three (3) years of satisfactory nursing experience, one (1) year of which must have been in an administrative or supervisory capacity, which may include managing a specific department or nursing unit within a hospital or health care setting, overseeing patient care, staff management and the day-to-day operations of the department, as well as demonstrating clinical competency in relevant clinical area; or
3. Bachelor's Degree from an accredited college or university in Nursing; and four (4) years of satisfactory nursing experience (i.e., clinical care), two (2) years of which must have been in a clinical supervisory capacity (i.e., Head Nurse, Supervisor experience), as well as demonstrating clinical competency in relevant clinical area.
4. May require Basic Life Support (BLS) through the American Heart Association (AHA) depending on assignment/health care setting. If required, BLS must be obtained within sixty (60) calendar days of appointment to the title and maintained for the duration of the assignment.
Department PreferencesClinical & Leadership Experience:
- Minimum of 3-5 years of progressive nursing leadership experience (e.g., Nurse Manager, Supervisor of Nurses, or Clinical Care Coordinator) specifically within a high-volume Emergency Department or Level 1 Trauma Center.
- Demonstrated expertise in managing complex trauma resuscitations, rapid triage protocols, disaster response, and surge capacity management.
Certifications & Advanced Training:
- Active NYS Registered Nurse (RN) License; Master's Degree in Nursing (MSN), Nursing Administration, or Healthcare Administration preferred.
- Certified Emergency Nurse (CEN) or Nurse Executive (NE-BC) strongly preferred.
- Active certifications in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Trauma Nursing Core Course (TNCC), and Advanced Trauma Care for Nurses (ATCN).
Operations & Resource Optimization:
- Proven track record in optimizing ED throughput, reducing Left Without Being Seen (LWBS) rates, managing Door-to-Provider times, and balancing bed utilization during high-acuity surges.
- Proficiency in dynamic staffing models, crisis scheduling, and overtime control within a unionized public healthcare system.
Regulatory & Quality Assurance:
- Direct experience maintaining survey readiness for major regulatory and accreditation bodies (e.g., The Joint Commission, NYSDOH Trauma Center Designation, CMS).
- Demonstrated ability to lead Root Cause Analyses (RCA) for emergency care variances and drive quality improvement initiatives around time-sensitive conditions (e.g., STEMI, Stroke, Sepsis, and Mass Casualty events).
