Full Job Description
Assists in directing, planning, and managing the County's Engineering projects and services within the guidelines of county and departmental policies and procedures, state and federal laws, and acceptable professional engineering practices. Oversees Construction of county owned Infrastructure, Land Development Process and Stormwater Management. Reports to the Director and works with co-workers, contractors, realtors, developers, engineers, the public, state and federal officials, elected official to provide administrative support. Key Responsibilities and Performance Standards • Directs the planning, operation, and administration of all department activities as related to County Engineering and Engineering Division. Develops and implements new programs, special projects, new policies, and procedures as directed by the Director • Oversees and coordinates roadway and drainage surveying, design and construction program, county engineering program, storm water engineering program and preconstruction/construction program. • Collaborates with the Director in the preparation of the budget, strategic planning, and studies. Performs personal administration for the engineering division and represents management at public relations events • Coordinates activities to be consistent with the goals and objectives of the assignment ensuring that all activities successfully comply with established regulations and restrictions including departmental recommendations, programs, and policies. • Responsible for the Department in the absence of the Director. • Performs other duties of a similar nature or level. Education: BA/BS in engineering or related occupational field; or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job. Experience: Five (5) years in Capital/Infrastructure Project & Construction Management with three (3) years of supervisory experience including budget control, day to day construction oversight & Construction Engineering & Inspection. • Excellent knowledge of principles and practices of organization, personnel management, and administration as related to municipal administration. • Good understanding of concepts of engineering used to formulate, evaluate, and administer public infrastructures activities • Proficiency in principles of planning budgeting and • Mastery of applying modern construction and maintenance techniques, approved safety standards, funding procedures, legal requirements for roads, and interpreting ordinances and regulations as related to public • Good communication skills, both oral and • Demonstrated ability to work • Demonstrated ability to supervise and train designated subordinate Certification: Possession of a Professional Engineer License (PE) OTHER: Does this position require staff call up in an emergency situation?
