Overview The Office of Student Compliance at Rutgers University-Newark oversees matters related to Title IX, Title VI, the Americans with Disabilities Act (ADA), and other federal, state, and university regulations that impact students. Through education, outreach, reporting, investigations, adjudication, and case management, the office works with students, faculty, staff, and campus partners to address concerns, support compliance with applicable laws and policies, and connect students with appropriate resources and support.
Posting Summary Rutgers University - Newark, an urban public research anchor institution, located in Newark, New Jersey, a city of promise, is seeking an Assistant Dean/Director of Student Compliance.
Reporting to the Dean of Students, the Assistant Dean/Director of Student Compliance for Rutgers University-Newark is responsible for creating and implementing a comprehensive plan to ensure that Rutgers University-Newark is in compliance with Title IX, Title VI, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, the Clery Act as well as related federal, state and local laws and guidelines, and ensure compliance with all relevant Rutgers University policies and procedures. The Assistant Dean/Director will routinely advise the Dean of Students and Senior Vice Chancellor for Student Affairs as well as other members of the Rutgers University-Newark executive team on national trends in higher education that are related to student compliance in an effort to improve services, policies, processes and to ensure compliance and mitigate risk. The Assistant Dean/Director will keep abreast of and advise on any newly enacted and proposed federal, state, and local laws and guidelines that will impact student compliance activities at Rutgers University-Newark and will have responsibility for understanding, communicating, and guiding the stakeholders through the appropriate Rutgers University policies and procedures.
This position is responsible for and not limited to the following:
- Maintains relationships with Rutgers Access and Disability Resources (RADR), University Ethics and Compliance (UEC), the Office of Employment Equity (OEE), and the Office of General Counsel (OGC)
- Leads, creates, implements and assesses all educational and outreach efforts.
- Serves as the Title IX Coordinator for Rutgers-Newark and will have responsibility for working closely with university stakeholders and various Rutgers University central offices to ensure that all processes and procedures for reporting and investigating complaints comply with applicable policies and procedures.
- Works closely with the Office of the Dean of Students to continually assess policies and procedures for students and make recommendations for improvement that will ensure compliance with state and federal mandates and Rutgers University policies and procedures.
- Serves as the Rutgers University-Newark representative on various Rutgers University working groups and committees for Title IX, Title VI, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and the Clery Act to ensure proper services and infrastructure are provided for Rutgers University-Newark students and other stakeholders.
- Advises on all current Title IX Title VI, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, the Clery Act , and relevant policies and processes as administered by the Office of Employment Equity, University Ethics and Compliance, and University Human Resources.
- Works collaboratively with UHR, OEE, and UEC on student compliance matters involving faculty and staff, and will have the responsibility for routinely communicating when appropriate to advise faculty and staff on emerging issues.
- Designs and facilitate a comprehensive schedule of trainings and educational programs that create awareness and inform the university community about Title IX, Title VI, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, the Clery Act, and other relevant federal or state level regulations.

Qualifications
Minimum Education and Experience - Bachelor's degree required with 3-5 years of experience.
Certifications/LicensesRequired Knowledge, Skills, and Abilities - Professional experience in Title IX and ADA compliance, law, human resources (employee relations or EEO/AA), student conduct, sexual violence investigation or prevention that includes conducting internal investigations and resolving grievances.
- Will need to remain current as to all relevant federal, state and local laws and guidelines; will need to understand and apply all university and system policies and procedures.
- Must demonstrate good self-management, excellent communication skills, detail orientation, and problem-solving ability in interactions with university personnel, students and parents.
- Must serve as an advocate for students with disabilities and promote awareness of disability issues.
Preferred Qualifications - An advanced or terminal degree in higher education administration, law, human resources, public policy, or a related field is strongly preferred.
- Experience in higher education civil rights compliance, student conduct administration, Title IX coordination, or equity and compliance leadership is strongly preferred.
- Demonstrated experience supervising professional staff and overseeing complex investigations is desirable.
- Specialized training or certification in Title IX investigations and adjudication, civil rights compliance, trauma-informed practices, and threat assessment is preferred.
- Familiarity with federal regulations, including Title IX, Title VI, ADA, Section 504, the Clery Act, and FERPA, is expected.
- Demonstrate strong analytical and investigative skills, sound judgment in high-risk and sensitive matters, exceptional written and verbal communication abilities, and experience developing and delivering compliance training.
- Proficiency with case management systems, data reporting tools, and learning management platforms is also preferred.
Equipment Utilized - This role should demonstrate proficiency in enterprise case management, including Maxient, learning management systems such as Canvas, data analysis and reporting tools, and collaboration platforms such as Microsoft 365, Teams, SharePoint, and Zoom.
- Familiarity with compliance reporting tools, secure document management systems, accessibility technologies, and FERPA-compliant data practices is also essential.
Physical Demands and Work Environment - This position operates primarily in a professional office environment and requires extended periods of computer use, document review, and participation in in person and virtual meetings.
- The role involves regular written and verbal communication with students, faculty, staff, and external stakeholders, including discussions of sensitive and complex matters.
- Movement and travel across campuses is required to attend meetings, hearings, and events.
- The position may require evening and weekend availability to support student programs or respond to time-sensitive matters.
- The work may involve exposure to emotionally sensitive information and requires the ability to maintain professionalism and composure in challenging situations.
