GENERAL PURPOSEUnder close supervision, performs professional civil engineering and project management work of moderate complexity; performs a variety of engineering tasks involving public works improvement projects; prepares designs and specifications for assigned projects; collaborates and confers with developers, contractors, other engineers and the general public; and performs other related duties.
SUPERVISION RECEIVED/EXERCISEDWorks under the close supervision of the Assistant City Engineer; does not exercise supervisory responsibility.
DISTINGUISHING CHARACTERISTICS: This is the entry level in the Professional Engineering job series. This class is distinguished from the higher-level Associate Civil Engineer class in that the latter performs more complex technical engineering functions. An Assistant Civil Engineer is required to register as an Engineer in Training (E.I.T.) within one (1) year of appointment.

- Assists in reviewing development projects, including plans, maps and supporting documents.
- Conducts engineering studies on assigned projects; performs engineering cost analyses; prepares and/or reviews the adequacy and accuracy of computations, preliminary layouts and design work from field and survey data.
- Assists at the front counter; conducts plan reviews, including grading, street, sewer, and storm drain projects; reviews applications and submittals; recommends modifications or approvals.
- Processes tract maps, parcel maps, abandonments, quit claims, lot line adjustments, lot merges, soil reports and related documents; ensures compliance with conditions of approval; prepares reports for finalizing documents; collects bonds, fees and deposits.
- Collaborates and confers with developers, engineers, architects and contracts; provides information on City policies and procedures related to engineering.
- Attends and participates in professional group meetings; stay abreast of trends and innovations in civil engineering.
- Conducts field inspections; ensures compliance with specifications.
- Performs related duties and responsibilities as assigned.
MINIMUM QUALIFICATIONS Education and Experience:- Possession of a Bachelor's degree in Civil Engineering or a related field.
Required Licenses or Certifications:- Must possess a valid California Class C Driver's License.
- Registration as an Engineer in Training (E.I.T.) by the California Board of Professional Engineers and Land Surveyors is required within one (1) year of appointment.

Physical Demands / Work Environment:- Work is primarily performed in a standard office environment.
- Work may be performed outdoors with time spent in moderate to high temperatures (above 90 degrees).
- Work requires light lifting, carrying, driving and on occasion climbing (up to 4 feet).
- Moderate finger dexterity and near vision is required.
- Work may involve exposure to wet surfaces, moving traffic, construction equipment, occasional loud noise and dust when performing inspections at construction sites.

Phase one (1) is an oral examination (weighted 100%) which will measure all or portions of the above knowledge, and skills. A passing score for each phase is 70%. Each candidate will be notified via e-mail of their status at each step of the recruitment.
The City of Compton reserves the right to utilize alternative testing methods, if deemed necessary. Failure in one phase of the examination shall be grounds for declaring the applicant as failing in the entire examination, and as disqualified for subsequent parts of an examination.
GENERAL INFORMATION TO EXAMINATION APPLICANTSELIGIBLE LISTSRecruitment may be conducted on a (a) promotional basis, (b) open-competitive basis, or (c) promotional and open-competitive basis simultaneously. All candidates who attain an overall score of at least 70.00 (open-competitive) and at least 75.00 (promotional) will be placed in rank order on the relevant eligible list(s).
PLEASE NOTE:All permanent City employees that attain an overall score of at least 75.00 will be placed on both the promotional eligible list and the open-competitive eligible list. All City employees that attain a score of 70.00 on EACH PHASE of the examination but an overall score of less than 75.00 will be placed on the open-competitive eligible list only.
Each eligible list shall remain in effect one (1) year from the date of its establishment unless it is extended, abolished or exhausted. Whenever possible, three (3) names are certified to fill any one (1) vacant position. No candidate may be certified more than three (3) times for any one classified position. When certifying eligible lists to appointing powers, the promotional eligible list takes precedence over the open-competitive eligible list. A department manager's recommendation for employment is subject to the City Manager's approval.
