JOB SUMMARY Under general direction administers and coordinates an equitable assessment of real and personal property programs; prepares and certifies the annual
Grand List; does other related work as required.
EXAMPLES OF DUTIES - Reviews for improvements in real property on appraisers or inspectors' field notes and judgments; personally, inspect large commercial properties.
- Adjusts inaccurate assessments after review of records.
- Compiles data for, prepares the Grand List, subject to the approval by the Board of Assessment Appeals, and certifies the Grand List for public review.
- Prepares and submits annual reports to the Office of Policy and Management, Director of Administration and Town Clerk.
- Testifies in court to defend the city in cases of challenges by taxpayers.
- Reviews and evaluates the merits of requests for tax -exempt status.
- Periodically updates tax maps as required.
- Directs the periodic reassessment of all real and personal property.
- Prepares budget, presents budget before Boards, and monitors expenditures.
- Appoints subordinates; supervises and evaluates employee performance.
- Attends meetings, conferences and seminars to learn new and revised methods and practices in the assessment field.
- Participates in the activities of the Tax Abatement Committee.
- Directs the computer automation and software interface of Assessor Records where appropriate.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES - Thorough knowledge of methods, practices and procedures of property assessment, including large, commercial properties.
- Thorough knowledge of State Assessment Statutes.
- Good knowledge of administration, including personnel practices and budget management.
- Thorough knowledge of computer assisted mass appraisal (CAMA) and administrative systems.
- Ability to prepare and explain complex material.
- Ability to coordinate the activities of professional, technical and clerical staff.
- Ability to communicate effectively, both orally and in writing
MINIMUM QUALIFICATIONS Graduation from an accredited College or University with a Bachelor's degree AND current certification as Certified-Connecticut Municipal Assessor II, plus
ten (10) years of progressively responsible Municipal Experience in assessment and appraisal of real and personal property, of which two (2) years have
involved commercial property assessment. A valid driver's license is required.
Scope of Examination: Qualified applicants will be evaluated, scored and ranked on level and quality of related experience, education and training as documented on the application and supplement.
