Job SummaryTravis County Technology and Operations is seeking an Application Development Analyst Sr to join the Information Technology Division. This is a 2-year Special Project Worker.
Travis County's technical lead for web, mobile, and document accessibility. This developer builds, tests, and remediates digital services to meet WCAG 2.1 A/AA requirements, and guides team members in building accessible solutions.
Distinguishing CharacteristicsThis is the third in a series of three application-related job classifications within the Information Technology job family. The Application Development Analyst reports to the Application Development Manager with the general direction from an Application Architect. This classification may require a flexible work schedule in order to meet the needs of the department.
Duties and Responsibilities - Conducts or coordinates automated and manual testing of digital assets for WCAG 2.1 Level A/AA (or better) compliance.
- Tracks identified barriers through remediation.
- Remediates or provides consultation on remediation of WCAG defects using technologies such as HTML, CSS, and JavaScript.
- Builds accessible components or provides consultation to developers on how to build accessible components.
- Creates, reviews or provides feedback on accessibility documentation.
- Designs, codes, tests, implements and maintains complex internally developed applications.
- Conducts application coding, testing and implementation for complex applications with a focus on ADA Title II accessibility and WCAG compliance.
- Serves as the County's technical lead for web, mobile, and electronic document accessibility.
- Works with customers and senior team members in the collection and documentation of requirements.
- Makes recommendations on whether to develop new code, reuse existing code, or purchase new software packages.
- Conducts application code review.
- Collects and reviews performance monitoring information.
- Conducts product evaluation.
- Performs other job-related duties as assigned.
Minimum Requirements Education and Experience:Bachelor's degree in Computer Science, Information Systems, Business Administration or a directly related field AND five (5) years of relevant work experience;

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
Licenses, Registrations, Certifications, or Special Requirements:Valid Texas Driver's License.
Knowledge, Skills, and Abilities:Knowledge of:- Web Content Accessibility Guidelines (WCAG) 2.1 and 2.2 Level A/AA success criteria and conformance requirements.
- Accessible electronic document standards and remediation techniques.
- Inclusive design principles.
- Accessibility documentation and reporting practices, such as VPATs/ACRs, accessibility conformance reports and remediation tracking.
- Policies, practices, procedures and terminology of assigned function.
- Federal, State, Local and County applicable laws, rules, regulations and guidelines such as ADA Title II and Section 508 standards.
- Information technology hardware, software and peripherals as related to assigned function.
- Software engineering and the software development lifecycle.
- Systems design, development and source control.
- Quality assurance, performance monitoring, and integration methodologies.
- Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.
- May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.
Skill in:- Writing semantic HTML, CSS and JavaScript as they relate to accessibility.
- Content management systems and front-end frameworks as they relate to building and maintaining accessible content.
- Using automated and manual accessibility testing methods and tools.
- Understanding technical problems and developing software solutions to meet business needs.
- Problem-solving and decision-making.
- Both verbal and written communication, including presentations and communicating technical issues in non-technical language.
Ability to:- Use assistive technologies and manual testing techniques to detect WCAG compliance issues.

Work Environment & Other Information Physical requirements include the ability to lift/carry up to 35-40 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing, crawling, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, and squatting to perform the essential functions. Subject to exposure to variations in extreme heat, cold, mechanical, fume/odor, and dust/mites.
Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
Hours: 8am - 5pm, Monday - Friday. This position may require a flexible work schedule in order to meet the needs of the department.

LongevityLongevity pay is paid for each year completed after three years of continuous service. Peace Officers in a law enforcement activity, whose job requires state peace officer certification, receive pay after one year of certification.

Personal HolidaysRegular, full-time employees are eligible for up to three paid personal holidays each calendar year. Part-time employees shall be granted personal holidays on a prorated basis. New employees earn personal holidays for the calendar year in which he/she begins employment, based on the month in which employment begins:

RetirementTravis County is a member of the Texas County & District Retirement System with mandatory participation by certain classes of employees. Seven percent (7%) of the gross salary is deducted each pay period. An employee is fully vested after eight years of service. Benefits are prorated for part-time employees.
Sick LeaveRegular employees earn sick leave at a rate of eight hours per month with unlimited accrual during employment. Part-time employees earn sick leave on a pro-rated basis.
Parental LeaveEach Full-time Paid Parental Leave Eligible (PPL) Employee is entitled to a total of 320 hours of Paid Parental Leave in a 12 month period. Paid Parental Leave for Part-time PPL Eligible Employees is prorated based on the number of hours that they are regularly scheduled to work.
Tuition RefundCertain classes of full-time employees may receive reimbursement for fees associated with pre-approved, job related course work completed satisfactorily.
VacationBased on years of county service, regular, full-time employees earn vacation time at the following rates:

4.0 hours per pay period
6 to 10 years
4.5 hours per pay period
11 to 15 years

Workers' CompensationThe county provides all employees workers' compensation coverage with benefits in accordance with state statute, if the employee sustains an injury out of, or in the course of work.
