Job Summary
The Analytics Engineer will consolidate permitting and requirements data distributed across external systems and semi-manual trackers, assess source quality, identify material data gaps, and develop reusable cycle-time logic, KPIs, dashboards, and forecasting models. The role combines hands-on data engineering with analytics and requires collaboration with Permitting, Environmental, Government Lands, Project Management, and source-system owners. The initial consolidation and production release is targeted within four months, followed by prioritized Work Management remediation to improve dataflow reliability, reduce reporting technical debt, and prepare reusable data products for the NextGen ERP transition.
Key Responsibilities
• Assess permitting data sources, identify their owners, and evaluate their fitness for use.
• Establish secure data ingestion and standardize permit identifiers and statuses across systems.
• Match permit records to work orders and reconcile submission and receipt dates.
• Characterize data gaps and provide a defensible recommendation for each material gap, including sourcing additional data or formally documenting the limitation.
• Develop reusable permit cycle-time logic and maintain consistent business definitions.
• Perform data-quality validation and build a consolidated production pipeline.
• Define KPIs and develop dashboards using consolidated permitting data.
• Model permit cycle times and support forecasting for comparable future work.
• Collaborate with Permitting, Environmental, Government Lands, Project Management, and source-system owners to align data definitions and resolve discrepancies.
• Inventory and rationalize existing E2E reporting dataflows, consolidate duplicated transformations, and retire redundant or legacy flows where appropriate.
• Remediate fragile joins and dependencies, standardize business logic, and improve refresh and validation controls.
• Document lineage for remediated dataflows and migrate appropriate logic into the Datasphere and Foundry backend.
• Identify IPSEC phases exceeding expected durations and distinguish forecasted misses from actual misses.
• Support the development of stable, reusable E2E data products for the NextGen ERP transition, with remediation support anticipated through R2 stabilization, currently targeted for the end of 2027.
Required Qualifications
• Experience in data analytics or analytics engineering, including hands-on data pipeline development; this is not a dashboard-only role.
• Strong SQL skills and demonstrated ability to integrate inconsistent, multi-source, and partly manual data.
• Experience matching and reconciling records across systems with inconsistent or missing identifiers.
• Ability to assess data quality, characterize data gaps, and recommend whether to source additional data or formally document limitations.
• Experience with BI development, KPI definition, and dashboard creation.
• Ability to develop reusable data transformation logic and production-ready data pipelines.
• Experience modeling cycle times and supporting forecasting using available operational data.
• Strong stakeholder collaboration skills, including the ability to work with multiple business functions and source-system owners to establish consistent definitions.
• Ability to document data lineage, validation procedures, business logic, and dataflow dependencies.
Preferred Qualifications
• Experience with Power BI or similar business intelligence platforms.
• Familiarity with permitting, environmental, land, or regulatory-process data.
• Experience with SAP Datasphere or Palantir Foundry.
• Python experience for data profiling and quality assessment.
• Experience with E2E reporting, Work Management dataflows, and preparation of data products for ERP transitions.
Deliverables
• Initial permitting data consolidation and production release within four months.
• Documented inventory of permitting sources, source owners, and fitness-for-use assessments.
• Consolidated production pipeline with standardized permit identifiers and statuses, records matched to work orders, and reconciled submission and receipt dates.
• Written gap assessment with recommendations and rationale for each material data gap.
