Description

The Affordable Housing Manager supports The Garrett Companies' affordable housing platform through the underwriting, financial structuring, and execution of LIHTC, tax-exempt bond, and other affordable housing developments. Working closely with the Director of Affordable Housing and the broader team, this role manages projects throughout the development lifecycle, including site acquisition, due diligence, financing, funding applications, design coordination, construction, and project stabilization.

The ideal candidate is an experienced affordable housing professional with a strong understanding of LIHTC development, financial underwriting, and project execution. They are analytical, detail-oriented, and collaborative, with the ability to independently manage multiple projects, coordinate cross-functional teams, and drive developments forward in a fast-paced environment. This individual will play a key role in advancing the company's affordable housing pipeline while building strong relationships with public agencies, lenders, investors, consultants, and development partners.

Responsibilities
• Manage and support all phases of the development process, including site selection, feasibility analysis, underwriting, financing, and project execution.
• Lead the preparation of funding applications, financial models, due diligence materials, investment committee agenda, and project reporting for multiple developments.
• Coordinate and maintain relationships with consultants, lenders, investors, government agencies, and internal stakeholders throughout the development lifecycle.
• Conduct market research and evaluate affordable housing programs, financing opportunities, and policy developments to support project feasibility and strategic growth initiatives.
• Monitor and help ensure compliance with local, state, and federal affordable housing regulations, including LIHTC program requirements and reporting obligations.
• Collaborate closely with development, construction, asset management, and property management teams to help ensure projects remain on schedule, within budget, and aligned with project objectives.
• Assist with the negotiation and execution of financing commitments, partnership agreements, consultant contracts, and regulatory approvals.
• Track project budgets, schedules, and key milestones, proactively identifying risks and recommending solutions to maintain project performance.
• Independently manage assigned development projects and workstreams with limited supervision while providing regular updates to senior leadership.
• Mentor and provide guidance to Analyst-level team members, supporting their professional development and contributing to team success.

Qualifications
• Bachelor's degree in Real Estate, Finance, Business, Urban Planning, or a related field.
• 3-6 years of experience in affordable multifamily housing development.
• Strong knowledge of the Low-Income Housing Tax Credit (LIHTC) program, tax-exempt bond financing, and affordable housing capital structures.
• Proven experience with financial modeling, underwriting, project management, and development execution.
• Ability to manage multiple projects, deadlines, and cross-functional workstreams simultaneously.
• Excellent written and verbal communication skills, with the ability to build and maintain relationships with public agencies, lenders, investors, consultants, and other project stakeholders.
• Advanced proficiency in Microsoft Excel; experience with Procore or similar project management software is preferred.
• Willingness and ability to travel as needed.
