General Description
Performs (advanced senior-level) work in administration and reports directly to the Hidalgo County Sheriff and Chief Deputy. Performs work under limited supervision with considerable latitude for the use of initiative and independent judgment. Responsible for overseeing multiple support services within the department. May supervise and train staff.

Examples of Work Performed
Coordinates the department's personnel and financial operations, including grant management.
Conducts internal audits and operational reviews of the department's financial activities, expenditures, and administrative functions including contracting, personnel, procurement, equipment, inventory, and fiscal procedures; prepares comprehensive reports of findings and recommendations.
Conducts compliance audits and reviews to evaluate adherence to county policies, procedures, and applicable law enforcement regulatory requirements, including TCOLE, TCJS, and other state and federal reporting and certification standards.
May develop and implement assessment tools, surveys, and evaluation methodologies to measure the effectiveness of internal controls and law enforcement operational processes; analyzes results and presents findings and recommendations to the Sheriff or designated representative.
Plans, coordinates, and oversees the annual inventory verification process, including the preparation, collection, and maintenance of supporting documentation, work papers, and electronic records.
Conducts special reviews and compliance assessments, as directed by the Sheriff or designated representative, to ensure department's operations and grants administration comply with applicable federal, state, and local laws, regulations, and funding requirements.
May develop strategic law enforcement related grant initiatives, prepare grant proposals, and oversees grant compliance.
May serve as liaison, as directed by the Sheriff or designated representative, with county departments, the Commissioners Court, and other external agencies to address law enforcement operational issues, coordinate special projects, and support initiatives affecting law enforcement operations and funding.
Prepares audit reports and provides recommendations to management for corrective actions to address deficiencies identified through internal reviews, audits, and external audit findings, while supporting the implementation and monitoring of corrective action plans that support law enforcement operations.
Performs other related work as assigned.

Education and Experience

Graduation from a four (4) year college or university.
  • Bachelor's Degree in Business Administration, Finance, Accounting, or a related field preferred.
8 years of relevant managerial experience in a related field required.
  • Related experience in the law enforcement field preferred.
Certificates, Licenses and Registration:

Must have a current valid Texas motor vehicle operator's license.

Must be able to be insured by the County's insurance carrier.
Knowledge, Skills and Abilities
Knowledge of Federal, State, and local laws, ordinances, policies, and procedures covering law enforcement, human resources and business services activities.
Knowledge of law enforcement managerial and leadership techniques and principles.
Knowledge of budgeting methods and systems.
Knowledge of business and management case development, strategic business and management planning, reengineering, organizational change strategies, performance measurement, and project management.
Skill in oral and written communications.
Skill in handling conflict and uncertain situations.
Skill in using software applications to perform data analysis and problem solving.
