Full Job Description
Hive Group is currently seeking a Senior Acquisition Specialist with specialized construction contracting experience to support our federal client in Huntsville, AL. In this role, the selected candidate will serve as a contracting specialist to a government-led procurement team for construction-related procurements. The candidate will participate in and provide advice for pre award and/or post award functions for a variety of facilities, A&E, and/or construction contracts for several activities within an organizational component or in a geographical area.

The candidate will provide acquisition advisory services to develop and/or review acquisition approaches for construction-related procurements, participating as a team member in acquisition readiness reviews, solicitation, evaluation, award, and post-award contract administration activities. Typical duties may include:
Position Description
  • Review pre-solicitation procurement documents to evaluate contract types, terms, and execution risks in collaboration with technical teams.
  • Develop and approve Government cost estimates for construction and maintenance projects, including new buildings, roads, docks, and security infrastructure.
  • Manage procurement processes for construction and maintenance projects where standard designs and specifications are utilized.
  • Negotiate contract modifications and change orders to resolve drawing omissions, updated specifications, or changes in site conditions.
  • Oversee alteration and repair projects, including the demolition of structures, relocation of HVAC systems, and modifications of communication and lighting channels.
  • Administer contracts for design, engineering, and technical services, as well as the acquisition and installation of building equipment systems and supplies.
  • Conduct market research and analyze requirements for complex contracts to recommend the most effective procurement methods.
  • Prepare and issue solicitation packages, including Invitations to Bid (ITB), Requests for Proposals (RFP), and Requests for Qualifications (RFQ).
Key Responsibilities:
  • Support Federal clients with Pre-and-Post award procurements/acquisitions.
  • Assist with the development of Acquisition packages/documents (RFPs, SOWs/PWSs, IGCEs, J&As, Market Research, etc); review of these documents for quality, clarity and adherence to applicable regulations (FAR, agency regulations, etc.) and recommendation of revisions.
  • Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition sources, cost estimates, milestone schedule, etc.
  • Conduct research of available suppliers and compare the services and costs of obtaining support from the different providers.
  • Determine applicability of the Economy Act.
  • Must be able to independently develop written acquisition plans.
  • Prepare Economy Act and other related documentation for review and signature by the Government Contracting Officer.
  • Provide guidance to contracting staff on conducting Market Research to identify potential sources and contract vehicles.
  • Prepare written documentation on Market Research.
  • Support program offices in documenting small business capability analysis.
  • Prepare Source Selection Plans.
  • Prepare RFQs, RFPs and Combined synopsis/solicitations ensuring the solicitation includes all appropriate terms and conditions.
  • Work with evaluators and Contracting Officers (CO) to identify pre-negotiation objectives and assist the CO with discussions with Offerors.
  • Prepare final contract award documents for signature by the CO and Contracting Officer Representative (COR).
  • Develop and/or train other contracting specialists in the performance of all pre-award contracting functions that require the use of fixed-price (primarily), cost-reimbursement, or a combination of contract methods and types to procure large, highly complex/high dollar construction projects, programs, or services where little or no contractual precedent exists.
Minimum Requirements:
  • 8+ years of experience providing pre-and-post award contract support to the Federal Government, with a minimum of three (3) years of experience in construction/facilities type contracts, or equivalent combination of relevant experience.
  • Experience with FAR Part 36, Construction and Architect - Engineer Contracts.
  • Bachelor's degree or 12 years of equivalent experience in federal contracting specifically in the construction and architect engineering contracting discipline.
  • Must have an ACTIVE TS Clearance
Desired Qualifications:
  • Master's degree in Business, Government Contracting or equivalent.
  • FAC - C or DAWIA Level II or III Certification in contracting, or equivalent.
  • Experience as a Federally Warranted Contracting Officer.
