POSITION: Acquisition Specialist
LOCATION: Los Angeles Air Force Base, CA (Remote work optional)
REQUIRED SECURITY CLEARANCE: Secret
POSITION TYPE/STANDARD WORK HOURS: Full time, 40 hours

THE OPPORTUNITY:
Upon award, BTAS will be filling potential openings for the Space Systems Command (SSC). SSC plays a critical role in advancing the United States's space capabilities, delivering cutting-edge solutions to protect and enhance national security. SSC/SZBC specializes in highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to support the Department of Defense's (DoD) current and future operational needs.

As a leader in space technology, SSC/SZ-BC is responsible for the development, integration, testing, deployment, and sustainment of mission-critical systems spanning the entire acquisition life cycle. These efforts ensure the United States Space Force (USSF) and its mission partners maintain a strategic advantage in space operations. This position will support multiple SSC/SZ-BC programs, as well as other initiatives across the Space Force, Air Force, and allied organizations.

PRIMARY RESPONSIBILITIES:
  • Provide space acquisitions, engineering, operations, and technical advice and assistance for projects and programs at any acquisition life cycle stage
  • Support program acquisition for advanced technology, future concept development, and integration activities
  • Advise and assist on cost, schedule, and performance issues
  • Revise or draft Joint Capabilities Integrated Development System (JCIDS) and acquisition documentation for government program managers
  • Support presentation of products to internal and external customers
  • Documentation includes Initial Capability Documents, Interface Control Documents, Capability Development/Production/Requirements Documents, Milestone documentation, Acquisition Strategies, Analysis of Alternatives, Concept of Operations, Memorandums of Agreement/Understanding, Technical/Systems Requirement Documents, Defense Acquisition Board documentation, Technical Evaluations, System Specifications, enabling concepts, training material, briefings, white papers, reports, and analysis results
  • Develop work using latest applicable government guidance (e.g., MIL-STD)
  • Provide draft SME-level technical and/or programmatic status reports for individual programs or portfolio as requested
  • Identify improvement areas in acquisition processes
  • Provide recommendations and execute tasks to reduce risk
  • Assist in building and maintaining a government risk program including risk identification, process definition, and detailed technical risk mitigation plans
  • Support government program manager in managing commitments, obligations, and expenditures of funds
  • Perform earned value management and schedule analysis for program office defense contracts
  • Understand distribution of classified funding and provide Planning, Programming, Budgeting, and Execution (PPBE) support, including congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development and submittal, end-of-year funding actions, and Program Objective Memorandum (POM) development
  • Provide subject-matter expertise for Integrated Baseline Reviews/Business Financial Reviews to assess defense contractor cost and schedule performance issues using government-accepted best practices and guidelines
  • Maintain awareness of current program schedule
  • Monitor acquisition implementation
  • Report requirement shortfalls
  • Provide program assessment based on identified risks
  • Combine and correlate program execution data with program baselines to maintain and update acquisition reports

MINIMUM QUALIFICATIONS:
  • 5+ years in financial management of DoD programs to include budget management, cost projections, and support for acquisition documentation.
  • Highly knowledgeable in the fields of Space Force financial management
  • Applicant shall be familiar with relevant policies, guidance, and statutes as it pertains to DoD financial management.
  • Preferred experience with managing different types of appropriated funds and interfacing with different Federal Government agencies.
  • A BA/BS degree is acceptable if the candidate possesses at least 10 years of experience in this type of position or program. The Materiel Leader may also waive the MA/MS requirement.

SUPERVISORY RESPONSIBILITIES:
This position does not supervise the work of others.

WORK ENVIRONMENT:
This job operates in a professional office environment. This role routinely uses standard office equipment.

PHYSICAL DEMANDS:
Must be able to operate a computer and other standard office equipment. Must be able to remain in a stationary position, 80%.

TRAVEL:
Little if any travel is required.

COMPENSATION / SALARY RANGE:
BTAS adheres to federal, state, and local regulations. This is a Full-Time, Salary, Exempt position. The following salary range is what we reasonably expect to pay but is contingent and subject to a variety of factors, including but not limited to years of experience, education, certification(s), training, specialized skills, responsibilities, etc.

SALARY RANGE: $111,000 - $221,000 Annual Salary
