Qualifications/Requirements:
To serve as an acquisition security support managing security for the DAF PAE C3BM, Kessel Run, OpsC2 Branch. Provides technical expertise in integrating all security disciplines into acquisition programs to mitigate risks of compromise, unauthorized disclosure or damage to weapon systems, program/system information, and its components. Develops processes and procedures for weapon system specific protection of Controlled Unclassified Information, Classified Information, and Critical Program Information (CPI). Defines the security resources (personnel, equipment, and funding) required in each acquisition phase to provide the level of protection proposed in relevant acquisition planning documents (i.e, Program Protection Plan, Security Classification Guide, System Security Plan, Physical Security Plan).
Core Duties Responsibilities:
Information Protection: Will provide technical and administrative acquisition and operational support in the complex area of information protection for Information Security (INFOSEC), Industrial Security (INDUSEC), Personnel Security (PERSEC), Operations Security (OPSEC), Physical Security (PHYSEC), security education and awareness training, and security inspections for assigned programs.
Program Management: Plans, organizes, and manages the security activities of assigned programs at contractor and government locations ensuring that all elements of protection complies with legal and regulatory requirements and meets customer needs throughout the program.
Advisory Policy: Advises program managers, system engineers, Material Leaders, and Chief of Security along with development of policy for the protection of assigned programs Air Force-wide including at contractor and other DoD activities. Has policy developing responsibilities and examines security initiatives, protection measures and processes for horizontal application across platforms, systems, and organizational lines.
Contractor Resource Oversight: Directs, coordinates and has oversight of security contractors. Exercises significant responsibility in dealing with officials or other units and organizations and advising management of higher rank. Determines whether contractor performed work meets standards of adequacy for authorization of payment.
Security Program Administration: Administers the physical, information, industrial, personnel, and operations security programs as applied to assigned activities/systems. Ensures all training is conducted in accordance with appropriate directives and is documented. Monitors the organization's overall security program and provides guidance to supervisors and managers.
Clearance DD Form 254 Processing: Manages the process of DD Forms 254 and security classification guides. Follows and ensures local procedures for processing requests for security clearances for military and civilian personnel are handled in a timely fashion, initiating and screening personnel security investigations.
Program Protection Planning: Identifies and validates mission security needs through evaluation or development of security elements of applicable programs. Identifies program funding for program protection planning and system security activities. Identifies plans, designs, processes, equipment, procedures, materials, and/or information that must be protected.
RFP Contract Support: Evaluates and develops Request for Proposal (RFPs), Statements of Work (SOWs), CDRLs, Source Selection Criteria and Standards, and Proposal Evaluations. Requests, processes, and coordinates waivers, exceptions, and variances to contractual security requirements.
Cybersecurity Initiatives: Plans, develops, directs, administers, evaluates, implements, and maintains support to cybersecurity initiatives concerning the protection of classified and sensitive information. Ensures systems access controls and security adequately protect hardware, software, and sensitive data.
Risk Assessment Evaluation: Develops or evaluates system security risk assessments and analysis, identifying threats and vulnerabilities and providing program management with mitigation options. Verifies that security capabilities are operationally effective and suitable to meet mission needs.
Stakeholder Liaison: Represents organization and maintains effective working relationships with DoD, USAF, HQ AFMC and various Center organizations, effectively communicating with commanders, directors, and senior leadership of higher rank.
Additional Requirements:
The employee is required to obtain and maintain security clearance commensurate with position sensitivity code.
The employee may be required to travel to perform temporary duty assignments.
Work may occasionally require the employee to work outside the normal business hours.
This position is designated a national security position.
Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M and AFI 36-2645.
