Outcomes:The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Establish foundation in SI/ML skills and contribute to SI/ML operationalization and modernization goals and objectives.
- Master position tasks within 60 days and exceed requirements within 90 days.
- Use government provided Generative SI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
- Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:The Acquisition Program Manager will provide Subject Matter Expertise to support the Secretary of the Air Force, Office of Competition (SAF/OC) with a full range of project management tasks in support of CDM procurement, financial management and planning, systems engineering, production, security, contracting, and logistics for existing and future programs. Assist with the development and maintenance of all project documentation. Support coordination of documentation between functional organizations inside and outside CDM. Support program milestone planning and preparation.
Per Section 1.3.1.1 Project Management/Acquisition Planning Support, the Program Management SME responsibilities include but are not limited to:
- Supports risk management and process improvement by developing risk mitigation strategies and documentation. Participate in internal and external CDM meetings.
- Develops and coordinates responses to internal and external program inquiries. Draft documentation (e.g., acquisition plans, requirements approval documents, justification and approvals, statement of objectives/statement of work/performance work statements, quality contract data requirements list, assurance plans, etc.); presentation materials (e.g., early strategy and issues sessions, acquisition strategy panel briefings, etc.); and prepare and coordinate, within CDM, staff summary packages to support acquisition milestone coordination and decisions.
- Provides recommendations regarding acquisition strategies, assists with leading multi-functional teams (MFT) through services acquisition processes, document results from stakeholder engagements pertaining to acquisitions, develop acquisition integrated master schedules from requirement inception through award, and monitor/report progress.
- Works with other functional areas including contracting, financial management, security, IT, legal, etc. as needed to ensure progress of acquisition documentation and packages.
- Supports development of program execution briefings and contract review briefings.
- Provides expertise with DoW systems and non-systems program management requirements and strategy development, acquisition strategies, project management tools, including Microsoft project or a similar scheduling program, and DoD risk management techniques.
- Supports development and coordination of DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
- Uses government provided Generative SI tools on a day-to-day basis to accelerate tasks, research, document, analyze, plan, report, and solve problems. Make recommendations on process improvements and practices that improve quality, speed, and/or efficiency.
Qualifications:The candidate must have the following qualifications:
- Minimum of fifteen (15) years of related work experience.
- Of those 15 years, a minimum of ten (10) years conducting DoW acquisition program management.
- Expertise analyzing and developing DoW systems and non-systems program management requirements and acquisition strategies.
- Expertise developing and coordinating DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
- Ability to work on high-visibility and mission critical taskings independently.
- A recognized expert in their area of expertise.
- Exceptional verbal and written communications skills.
The following qualifications are desired:
- Knowledgeable and skilled in applying Generative SI.
Travel: Vicinity travel within the NCR and occasional long-distance travel outside the NCR
