OVERVIEW

Under the direct Supervision of theConstruction Management Division, to support the Port AuthorityOffice of Safety Management, the selected candidate shall performtechnical and administrative duties essential to ensure thatcontractors conduct activities in compliance with all Federal, Stateand Local fire and safety regulations and standards to eliminatehazardous practices and conditions, and also ensuring fire safetyprograms and standards are properly adhered to at the Port Authorityand Leaseholder construction sites.

RESPONSIBILITIES

• Review contracts, drawings, and project-relateddocumentation to ensure adherence.
• Ensure contractors are incompliance with OSHA,FDNY, NYCDOB, Local laws and all applicableregulations.
• Review contractor Healthand Safety Plan submittals.
• Audit work operations andconstruction processesto ensure they conform to Health & SafetyPrograms, JobHazard Analysis, Contract drawings, approved plans and allaccepted safety procedures.
• Monitor work conditions, operations, practices,construction equipment and processes to evaluate effectiveness,adherence with accepted programs, required regulations, andalignment withall applicable safety policies.
• Provide Port Authoritywith daily reports toinclude photos and detailed account of safetyobservations,findings, safety deficiencies, and corrective measures.
• Conduct Accident, Incidentand near missinvestigations, root cause analysis and make recommendationsto prevent recurrences.
• Provide Port Authoritywith PreliminaryInformation Reports on accident and incidentinvestigation information.
• Interact & collaboratewith Port AuthorityResident Engineers, Agency Safety Representatives, Integrity Monitors, Stakeholders, insurance brokers, and affiliatedrepresentatives.

Requirements

REQUIREMENTS

• The successful candidatewill also be subject to acomprehensive background check, must pass afingerprint basedcriminal history records check in order to obtain anairportSecurity Identification Display Area (SIDA) credential. Thecandidatemust be able to maintain SIDA credentialsthroughout your employment inthis position.
• The candidate will beexpected to conductcomprehensive site audits throughout all constructionprojects throughout the agency.
• The position is a fieldposition that requiresworking in all types of weather.
• The position requires thecandidate to be capableof walking, navigating and accessing all points ofa vast,active and dynamic construction site for extended periods of timethrough most of the day. The position will require climbingvarious typesof stairs, ladders and scaffolds as well asbending, lifting/movingobjects, and driving to construction sites.
• The ideal candidate mustbe flexible and availableto work evenings, extended hours and overtimeif/when needed.Must also be able to work rotating shifts which includeweekends and holidays.

QUALIFICATIONS

Candidates must present the followingqualifications to be considered eligible for this position:

• A minimum of 5 years ofexperience in constructionsafety including conducting investigations andaccidentprevention at construction sites or related fields.
• Possess a valid NYC DOBSite Safety SupervisorCard (SST).
• Possess OSHA 30-hourconstruction safety certificate.
• Possess a valid driver'slicense.
• Strong communications andinterpersonal skills.
• Strong organizational, time management skills.
• Demonstrated experience onMajor CapitalConstruction projects including heavy civil infrastructureconstruction.
• Demonstrated knowledge ofConstruction Safety andregulations including OSHA 1926 Standards, NYC DOBCode,FDNY, Local laws including DOT, DEP and any other applicableregulatory agency.
• Familiarity with NationalFire Codes, NFPAstandards, NYC and NJ Fire Codes, Rules of the City of NYandFDNY operations and procedures.
• Demonstrated ability to evaluate effectively contractor construction safety and fire safetyprograms andto make technical recommendations based upon findings.
• Demonstrated knowledge ofhazard recognition andassessment, incident and accident Investigation andreportingand conduct root cause analysis and Job Hazard Analysis.
• Demonstrated ability tocommunicate effectivelyand professionally with OSHA and FDNY inspectors,construction inspectors, contractors, management, safetyprofessionals,workers and stakeholders.
• Demonstrated knowledgeusing computer safetysoftware utilized for managing and tracking ofprojecthazards, incidents, and program documentation.
• Demonstrated computerskills with proficiency inMicrosoft Office Suite.

DESIRED
• CHST certification or other recognized construction safety credential.
• Bachelor's degree in Safety Management or ConstructionManagement, or College Degree in a safety-related field from anaccredited institution.
• Experience with OCIP and CCIP projects.
• Worked on other Port Authority projects.
