Full Job Description
The Control Room Systems Engineer serves as the technical lead for Control Room Management (CRM), computational pipeline monitoring (CPM), leak detection systems, and control room operational technologies. This role is responsible for ensuring reliable, compliant, and efficient control room operations through engineering support, regulatory stewardship, performance optimization, and continuous improvement initiatives.
Essential Job Responsibilities:
  • Provide engineering support for pipeline control room operations, including system reliability and performance.
  • Support system upgrades, enhancements, testing, and implementation of new technologies.
  • Partner with SCADA and Automation teams to support system reliability, data quality, alarm management, and control room technology improvements.
  • Analyze operational data and system performance to support energy management and identify optimization opportunities that improve reliability and reduce costs.
  • Lead or participate in root cause analyses for control room system failures and operational events.
  • Develop corrective action plans and monitor implementation through completion.
  • Support business continuity and disaster recovery planning efforts.
  • Provide technical ownership and compliance support for Control Room Management (CRM) requirements, including adequate controller information, change management, operating experience reviews, training support, compliance validation, and documentation.
  • Lead alarm management initiatives including alarm rationalization, performance monitoring, KPI development, and compliance with CRM requirements.
  • Lead periodic assessments of CRM, alarm management, and leak detection programs to ensure effectiveness, regulatory compliance, and continuous improvement.
  • Partner with Control Room Operations and the Pipeline Regulatory Specialist on DOT audits, regulatory inquiries, and compliance responses.
  • Maintain CRM documentation and compliance evidence in accordance with company and regulatory standards.
  • Support Management of Change (MOC) reviews for control room systems, procedures, alarms, and related operating impacts.
  • Support computational pipeline monitoring (CPM) and leak detection systems.
  • Develop and maintain performance metrics related to control room operations, CRM compliance, leak detection effectiveness, alarm performance, and system reliability.
  • Investigate leak detection alarms and system performance issues.
  • Perform system testing, validation, and performance assessments.
  • Identify and execute continuous improvement initiatives that enhance operational reliability, controller effectiveness, regulatory compliance, and cost performance.
  • Lead small to medium-sized projects involving control room technologies, CRM enhancements, leak detection improvements, and operational system upgrades.

Qualifications:
  • Minimum of five years of engineering experience in pipeline operations, control room operations, and Control Room Management (CRM) regulations is required.
  • Experience with SCADA systems and pipeline control applications is required.
  • Experience supporting CPM or leak detection systems is required.
  • Knowledge of PHMSA Control Room Management regulations (49 CFR Part 195 and/or Part 192).
  • Experience with alarm management programs.
  • Familiarity with hydraulic modeling and pipeline operations is preferred.
  • Strong data analytics and troubleshooting skills.
  • Ability to accurately solve problems.
  • Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public.
  • Ability to complete multiple, diverse tasks of differing priorities.
  • Ability to accurately perform tasks.
  • Good written and verbal communication skills.
  • Good administrative and organizational skills.
  • Proficiency in the use and application of the following software: Microsoft Office (Excel, Word & Outlook).

Education Requirements:
  • Bachelor's degree in engineering from an accredited four-year university is required.
