Basic Function

HF Sinclair's Manager, IT Business Partner Operationsprovides leadership, partnership, direction, and guidance to teams across refining, midstream operations, and industrial application areas to ensure business goals are met through the effective provision of technology solutions and services. TheManager, IT Business Partner Operationswill engage with key stakeholders in the business organization to develop and agree medium to long-term strategic plans and capability roadmaps, ensuring alignment with HFSinclair objectives and maximizing value capture for the function. He/she acts as the trusted lead business advisor, providing oversight and guidance to enable the successful delivery of specific projects, and influences the delivery of IT services. This role actively markets and promotes IT services and ensures that demand for these services is managed and prioritized effectively. The key to success is a broad knowledge of refining and midstream operations, industrial applications such as PI, Seeq, Mobile Operator, and related operational technology platforms, relevant business technologies, and industry trends; compelling communication to business leadership regarding how technology enables future business capability; and the ability/know-how to leverage the IT organization to drive successful delivery, considerate of local needs and enterprise direction.

This role will manage collaboration with senior leaders across refining and midstream operations and industrial application areas. The Manager will be expected to manage teams, both direct and indirect, to ensure the delivery and sustainability of the IT portfolio supporting operational excellence, reliability, maintainability, and safe, compliant operations.

Job Duties

  • Serves as the IT partner for refining and midstream operations; builds strong relationships with operations leaders, site stakeholders, engineering, maintenance, reliability, and corporate functions to understand business priorities and technology needs
  • Partners with operations stakeholders to define business outcomes, document requirements, prioritize demand, and develop technology roadmaps that support refining and midstream operations, industrial application modernization, reliability, risk reduction, and operational excellence.
  • Leads and/or governs IT initiatives for Operations from intake through delivery, ensuring scope, business case, resource needs, risks, dependencies, and success measures are clearly understood and aligned with business objectives.
  • Provides business-facing ownership for operations and industrial applications, ensuring solutions are configured, supported, enhanced, and governed to meet current and emerging refining and midstream business requirements.
  • Facilitates cross-functional collaboration between operations, maintenance, reliability, engineering, IT, cybersecurity, data, infrastructure, vendors, and managed service providers to deliver reliable, secure, scalable, and supportable solutions.
  • Translates business requirements into functional designs, reporting needs, integration requirements, data flows, and support models for operations including PI, Seeq, Mobile Operator, and related platforms.
  • Identifies opportunities to simplify, standardize, and improve operations processes through technology, innovation, automation, analytics, integration, and improved user experience.
  • Develops and maintains executive-ready communications, project updates, decision materials, process documentation, and value statements to support stakeholder alignment and investment decisions.
  • Leads business users, project team members, and support resources to ensure adoption, clear accountability, effective knowledge transfer, and sustainable long-term support.
  • Ensures solutions comply with corporate IT governance, cybersecurity requirements, architecture standards, change management practices, operational technology considerations, and support procedures.


Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 8 years of experience in information technology, business relationship management, business analysis, application delivery, operations technology, industrial applications, or equivalent experience. Five years should include experience supporting refining, midstream, pipeline, manufacturing, industrial operations, or other regulated industrial environments.

Preferred Experience:

Experience supporting refining and midstream operations, industrial application portfolios, operational technology environments, maintenance and reliability processes, manufacturing execution or plant information systems, business transformation initiatives, and vendor or consulting partner delivery.

Education Level

A minimum of Bachelor's Degree in Computer Science, Management Information Systems, Accounting, Engineering, or related field is required.

Preferred Education:

A Master's of Information Systems or related discipline degree.

Required Skills

General understanding of corporate IT governance practices, cybersecurity requirements, operational technology considerations, regulatory compliance, application lifecycle management, and data migration/integration concepts. Ability to lead business process improvement initiatives and implementations in some or all of the following areas: refining operations, midstream operations, industrial applications, maintenance, reliability, engineering, production planning, plant information, and operational reporting. Advanced knowledge of implementing and supporting business applications that may include industrial, operational, engineering, maintenance, reliability, and data platforms such as PI, Seeq, Mobile Operator, and related operational technology systems. Ability to effectively communicate with others through written and verbal communication. Advanced reading and writing skills, with the ability to perform intermediate mathematical calculations.

Preferred Skills:

Refining, midstream, pipeline, manufacturing, industrial applications, or operational technology experience in the Oil & Gas industry.

Supervisory/Managerial Responsibility

Responsible for managing approximately three to six exempt-level professional employees as well as contract staff for enterprise programs.

Work Conditions

Office based with up to 10% travel by land and air required. Driver based environment. Subject to all weather and varying road conditions
