JOB SUMMARY:
Responsible for Maintenance of Equipment (M of E) department process improvement initiatives and audits, management of diesel fuel and property assets, and facilitating the implementation of various M of E systems and processes. These include, but are not limited to, ongoing support and upgrades of the rolling stock maintenance systems, car to wayside communication systems, administrative systems, and plant equipment maintenance systems. This position will serve as a business and technical resource on all M of E systems and processes, responsible for Property/Fuel management, and ongoing process improvement and software/hardware management projects.
DUTIES AND RESPONSIBILITIES:
Responsibilities may include but are not limited to:
- Manage, implement, and support various projects, processes, and audits, to be owned by the Information Resources group upon implementation and/or provide training to other M of E groups on how to manage the newly implemented projects/processes for a smooth turnover. This includes, but is not limited to, RCM projects, Internal Audits, Warranty, New Fleet Acceptance, Wi-Fi, Property Management, Fuel, and Asset Management. Investigate public and private railroads to assess possible solutions and understand perform industry benchmarking.
- Manage and document design sessions with Information Technology, IVI of E users, and third-party vendors, to identify M of E requirements. Develop and obtain approval of design documents, implement, and provide training and support for all users. Research data systems to promote the analysis of varying maintenance philosophies such as: maintaining versus run to failure strategies and buy versus rebuild strategies. Coordinate Hardware and software requirements for the development of new technology, such as bar coding, Serialization::irialization, and mobile solutions.
- Provide support 24 hours a day, 7 days a week: to all M of E end users, including Fleet Support, Fleet Operations, Plant Equipment and Management, for systems, processes, hardware, and software. This includes the creation of user guides, updating user documents, standard operating procedures, process flows, creating new tools to simplify the end user's day to day tasks, while improving data quality, and daily troubleshooting/administration of any issues (system or process) the users may face. Data entry is time sensitive and support is required promptly. For hardware and software this includes the management of PIU software and hardware tracking and distribution, as well as ongoing IT services requests where users require assistance.
- Provide system specific training classes such as needed to support new Gang Foreman Classes, new Clerical forces, system upgrades or refresher training as determined by Senior Manager M of E Information Resources. Obtain feedback from all users and prepare recommendations for changes, enhancements, and additional system interfaces.
- Select, develop, and motivate personnel within the department. Provide career development for subordinates, as well as coaching and counseling. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Perform other assignments as requested by Senior Management. Service (Help Desk) requests and ensure they are completed in a timely manner.
- Manage and oversee the 24 hours per day, 7 day a week on site Maintenance of Equipment Asset Management clerical staff providing support to all maintenance facilities and functional areas including Hillside Maintenance Facility, Richmond Hill, West Side Shop and all Outlying Points for RSSE: (Rolling Stock Support Equipment) and Rolling Stock. Provide training to the staff as processes change and continue to motivate personnel.

REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor's Degree in Arts/Sciences (BA/BS) Bachelor's Degree in Arts/Sciences (BA/BS) - in a Project Management ,Computer System technologically generic field, such as but not limited to industrial management, Engineering, Business or related field. In lieu of degree an additional four years of related experience is required.
- Must possess keen leadership and project management skills, with the ability to drive projects from inception to completion
- Must possess strong knowledge of computer systems, with the ability to translate complex ideas into simple language
- Must posses strong knowledge of data analysis procedures and procedural audits
- Must possess strong and effective verbal, written, and interpersonal communication skills, along with the ability to motivate people
- Must possess knowledge of an operational environment, understanding the potential impact of poor processes/data inputs, and the public/political perception reporting on these processes/data can have
- Must possess understanding of the regulations and procedures relating to Asset/Car maintenance as well as M of E operations and equipment
PREFERRED EDUCATION AND EXPERIENCE:
- Most possess understanding of Asset Management standards and principals, such as MAP 21 (21st Century Act)
- Must possess knowledge and concepts of Reliability Centered Maintenance and maintenance management systems
- Must possess direct experience supporting software development in a shop environment
- Must possess familiarization with federal maintenance standards/requirements such as AAR (Association of American Railroads), CFR (Code of Federal Regulations), and FRA (Federal Railroad Administration)

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
- Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
- Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
