In this position, you will provide oversight and analysis of programs and policies related to Human Capital and administrative functions within DHS/CBP, offering expert advice and recommendations to improve data automation, delivery, and methodology. You will serve as a key advisor to management on a variety of administrative and programmatic issues, conduct technical analysis of key programs, and support program goals, effectiveness, resource utilization, and allocation.
This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).

Major duties include:- Analyzing and evaluating data related to human capital and administrative programs to assess program effectiveness, resource utilization, and progress toward organizational goals.
- Developing and maintaining business intelligence reports, data models, and analytical tools to support workforce management, recruitment, and staffing analysis.
- Advising senior leadership and management officials by preparing analytical reports, technical documents, and recommendations for improving data automation, delivery, and methodologies.
- Coordinating with internal and external stakeholders to resolve data issues, ensure data integrity, and integrate improvement efforts across Enterprise Services and CBP.
- Leading project-related studies and investigations, planning data collection strategies, and implementing new or improved methods for analyzing and presenting program data.

QualificationsExperience: You qualify for the
GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Interpreting complex data sets and regulatory requirements to provide actionable insights and ensure compliance with agency policies and program objectives.
- Designing data collection methods, analytical models, or dashboards to support workforce planning, recruitment analysis, or program evaluation.
- Synthesizing information from multiple sources to identify trends, develop recommendations, and support decision-making for human capital or administrative programs.
- Facilitating collaboration among program offices, technical staff, and stakeholders to resolve data issues, improve data quality, and implement process improvements.
- Presenting findings, technical reports, and recommendations to senior leadership and stakeholders to influence policy, drive program improvements, or support strategic initiatives.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
