BRIEF POSITION SUMMARY Performs advanced (senior level) managerial work overseeing daily operations and activities in the Facilities Management (FM) Branch of the Construction and Facilities Management Office (CFMO) /Facilities Directorate. Advise and provide recommendations to the Deputy Director and the Construction and Facilities Management Officer with emphasis on regional maintenance operations, fire and emergency safety, pest management, building controls and recycling. Work involves establishing goals and objectives; developing guidelines, procedures, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities to include budget, contracting, project and management, facilities maintenance and repair, and daytoday personnel and administrative actions. Position will require cross coordination with other branches within the CFMO. Reports to Construction and Facilities Management Officer (CFMO), and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
WORK HOURS: Monday Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES - Plans, organizes, and directs daily operations of the assigned regions, ensuring the consistent implementation of maintenance standards and compliance with agency policies and applicable regulations.
- Supervises, trains, and evaluates the performance of Regional Managers, State Shop and subordinate Supervisors to ensure effective leadership and operational efficiency.
- Oversees scheduling and execution of corrective and preventative maintenance activities to sustain uninterrupted operation of critical building systems, including Heating, Ventilation, and Air Conditioning (HVAC), electrical, plumbing, lifesafety, grounds, and structural components.
- Validates and monitors Regional annual budgets for execution of planned maintenance activities to effectively buydown risk of operational requirements.
- Coordinates with Planning and Programming branch with prioritization and budget development of proposed lifecycle replacement projects.
- Monitors and addresses emergency repair needs to minimize facility downtime and mission disruption; provide direction to staff during crisis or afterhours events.
- Ensures proper documentation of maintenance activities within the federal work order system, and generate reports on performance metrics, labor utilization, and service trends.
- Analyzes operational data to identify deficiencies, develop process improvements, and recommend longterm maintenance strategies and staffing plans.
- Addresses personnel matters such as coaching, discipline, and professional development to maintain a positive and productive work environment.
- Prepares and oversees the creation of facilities management training, operational manuals, standard operating procedures (SOPs) and educational materials.
- Coordinates with Office of State Administration (OSA) and CFMO Contract management staff, providing oversight, technical subject matter expertise, and recommendations.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.

MINIMUM QUALIFICATIONS EDUCATION:
- Graduation from an accredited fouryear college or university is required.
PREFERRED EDUCATION:
- Graduation from an accredited fouryear college or university with major coursework in facilities management, engineering, construction management or a relevant program.
EXPERIENCE:
- Six (6) years of experience in construction, project management, or facilities operations is required.
- Five (5) years of supervisory or managerial experience is required.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
- Experience in government (State or Federal) facilities planning, facilities management or project management is preferred.
- Experience in construction financial management is preferred.
- Experience with environmental issues is preferred.
- Experience with military construction (MILCON) is preferred.
- Experience working in a military environment is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE: - Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS: - A favorable Single Scope Background Investigation (SSBI) with ability to obtain a TopSecret clearance is required.
- Background Investigation . Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in EVerify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

PHYSICAL/WORKING CONDITIONS Work is performed in a variety of settings which can include outdoor settings which may be hot, humid, dirty, cold, and in direct sunlight and may involve lifting, climbing, kneeling, or carrying equipment and materials that weigh up to 50 pounds. Indoor settings which may require extended periods of sitting and working on a computer. Work schedule is primarily 0800 1700, Monday thru Friday, but may require extended days if workload requires.
