The Impact you will have in this role:

The Director, Cloud Engineering Portfolio Governance & Execution is responsible for establishing and leading Cloud Engineering portfolio management and governance. This role brings structure and transparency across the portfolio, ensuring initiatives are aligned to strategy, sequenced appropriately, resourced effectively, and delivered with predictable outcomes. The leader partners closely with Cloud Engineering, Architecture, Infrastructure, Finance, and business stakeholders to create a scalable governance model, drive execution rigor, and improve decision-making.

This position serves as the connective point between strategy and delivery, balancing speed, risk, cost, and capacity while building a high-performing portfolio management and governance capability for the Cloud Engineering function.

Primary Responsibilities:
  • Establish and lead the portfolio management framework for Cloud Engineering, including intake, prioritization, sequencing, dependency management, and portfolio health reviews.
  • Design and run governance forums, stage-gate reviews, decision rights, and escalation paths to ensure disciplined execution and clear accountability.
  • Partner with Cloud Engineering leadership to translate strategic priorities into an actionable roadmap with measurable outcomes, milestones, and resource plans.
  • Drive execution rigor across cloud initiatives by standardizing planning, status reporting, risk management, issue resolution, and change control practices.
  • Create portfolio-level visibility into demand, capacity, delivery performance, dependencies, risks, and financials to support executive decision-making.
  • Lead cross-functional coordination across IT, finance, and other stakeholders to remove blockers and improve delivery predictability.
  • Establish and monitor key performance indicators for portfolio health, execution effectiveness, benefits realization, and governance compliance.
  • Oversee portfolio reviews and business updates, providing concise executive reporting, recommendations, and tradeoff analysis.
  • Support annual and quarterly planning cycles, including investment planning, resource allocation, and reprioritization based on business needs and operational realities.
  • Improved alignment of Cloud Engineering investments to business and technology strategy.
  • Higher predictability of delivery across major cloud initiatives, including stronger milestone adherence and reduced execution risk.
  • Increased transparency into portfolio status, capacity, dependencies, financials, and outcomes.

Qualifications:
  • Minimum of 10 years of related experience
  • Bachelor's degree preferred or equivalent experience


Talents Needed for Success:

  • 10+ years of experience in portfolio management, program management, PMO leadership, technology governance, or large-scale technology delivery.
  • Experience building and operating portfolio governance disciplines in complex technology organizations, preferably within cloud, infrastructure, platform, or engineering environments.
  • Strong understanding of Cloud Engineering operating models, technology delivery lifecycles, and cross-functional execution in agile and hybrid environments.
  • Demonstrated ability to design governance frameworks, establish operating cadences, and improve execution maturity across multiple teams.
  • Strong business acumen with experience in financial planning, investment prioritization, budgeting, and performance tracking.
  • Excellent executive communication skills with the ability to synthesize complex information into clear recommendations and decisions.
  • Proven ability to influence senior leaders and drive alignment across technical and non-technical stakeholders.
  • Strong analytical, problem-solving, and organizational change management skills.
  • Experience supporting cloud transformation, platform engineering, infrastructure modernization, or enterprise technology enablement initiatives.
  • Familiarity with portfolio and work management tools, executive dashboards, and KPI reporting.
  • Relevant certifications such as PMP, PgMP, PMI-PMOCP, SAFe, Scrum, or cloud platform certifications are a plus.
  • Experience working in regulated, complex, or highly matrixed enterprise environments is preferred.

The salary range is indicative for roles at the same level within DTCC across all US locations. Actual salary is determined based on the role, location, individual experience, skills, and other considerations.

The goal of this new department is to partner internally with IT, our business and regulatory divisions and externally with clients, regulators, and fintech vendors, to help build new platforms and business models to advance DTCC's mission to support the financial markets.
