The Role:

Leads the Financial Crime Intelligence capability within Intelligence by developing and executing intelligence strategies that identify, assess, and communicate emerging financial crime, organized crime, and insider-enabled threats. Provides enterprise-wide intelligence insights, strengthens cross-functional and external partnerships, and enables informed decision-making to mitigate risk and protect the Bank, ensuring business strategies, plans and initiatives are executed / delivered in compliance with governing regulations, internal policies and procedures.

Is this role right for you? In this role, you will:

  • Leads the Financial Crime Intelligence function, establishing strategic priorities, operating models, production standards, and performance measures aligned to Enterprise Corporate Security and Bank objectives.
  • Directs the production of enterprise-level intelligence assessments, threat reporting, horizon scanning, executive briefings, and intelligence support to investigations and major incidents.
  • Provides subject matter expertise and strategic advice to executives and senior leaders regarding financial crime threats, organized crime convergence, insider-enabled risks, fraud trends, illicit finance networks, and emerging criminal methodologies.
  • Establishes Financial Crime intelligence requirements, collection priorities, analytical methodologies, and governance processes to ensure intelligence activities are aligned to enterprise risk priorities.
  • Builds and maintains strategic relationships with AML/FIU, Fraud Management, Cyber Security, Physical Security, Investigations, Compliance, Legal, business lines, law enforcement, regulators, industry associations, and intelligence-sharing partners.
  • Oversees the identification, adoption, and optimization of intelligence tools, data sources, automation opportunities, and analytical capabilities to enhance speed, quality, and operational impact.
  • Drives continuous improvement of intelligence products, tradecraft, standards, workflows, and metrics, ensuring alignment with enterprise intelligence production standards and decision-maker requirements.
  • Provides leadership during emerging threats, significant investigations, crisis events, and executive escalations by coordinating intelligence collection, assessment, and reporting activities.
  • Oversees the development and reporting of intelligence performance indicators, capability maturity measures, and outcome-based metrics demonstrating business value and risk reduction.
  • Ensures intelligence activities are conducted in accordance with applicable laws, regulations, privacy requirements, risk frameworks, ethical standards, and internal policies.
  • Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Pursues effective and efficient operations of their respective areas in accordance with Scotiabank's Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviours; communicating vison/values/business strategy; and, managing succession and development planning for the team.


Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:

  • Minimum 4-year university/college degree/diploma and/or equivalent certifications/designations in the fields of Criminal or Military Intelligence, International Affairs, Political Science, Criminology, Law, or similar fields.
  • CAMS or other equivalent Financial Crime designation or 2 years of experience within a Financial Crimes team
  • 7+ years of experience in intelligence collection/analysis and/or investigations in a law enforcement, military, regulatory and/or corporate environments
  • 5+ years of people leadership experience, demonstrating strong employee and team engagement capabilities
  • 5 years of experience in the use of Open Source, Subscription based, and proprietary intelligence collection and production technology and analytical tools
  • Knowledge of Canadian and global Criminal, Evidence and Privacy legislation, case law and regulations
  • Knowledge, insights and keen interest in geopolitical trends and developments, global economic trends and developments and climate / environmental developments
  • High degree of fluency in English required; French/Spanish desirable
