Senior Foreign Military Sales (FMS) Financial Systems Analyst supporting our Program Executive Office for Integrated Warfare Systems Business and Financial Management Support (PEO IWS BFM) contract with Naval Sea Systems Command (NAVSEA). We are seeking a skilled professional who is interested in growing with our employee-owned company. This position is located in
Crystal City, Virginia, and follows a hybrid schedule of three days in the office and two days remote.
Security Clearance:- The selected applicant must possess or be able to obtain an active Department of Defense (DoD) SECRET personnel security clearance.
Responsibilities:- Oversee the tracking of metrics and preparation of status reports for multi-country programs.
- Provide guidance and subject-matter expertise on FMS financial management policies, restrictions, and current regulations.
- Provide expertise in Navy financial systems used to manage FMS funding and transactions.
- Develop, maintain, and monitor annual spend plans against approved budgets, and recommend corrective actions when necessary.
- Oversee the development of processes that ensure programs remain within Letter of Offer and Acceptance (LOA) budgets and FMS payment schedules.
- Assess cost changes and determine whether sufficient resources are available to fund program requirements.
- Support the management and execution of Security Cooperation program funding, including FMS case, FMS administrative, Building Partner Capacity (BPC), and Foreign Military Financing (FMF) budgets.
- Provide expertise in developing Price and Availability (P&A) and Letter of Offer and Acceptance (LOA) packages in accordance with U.S. Navy and Department of Defense international programs and FMS policies.
- Manage financial data required for case administration and monitor case execution in accordance with LOA requirements and FMS payment schedules.
Experience Requirements:- At least seven years of experience applying the Security Assistance Management Manual (SAMM).
- At least seven years of experience using Navy Enterprise Resource Planning (N-ERP).
- Nine or more years of experience providing FMS support to a U.S. Navy program.
Education Requirements:- Bachelor's degree in business administration, accounting, finance, or a related field.
