Full Job Description
We are seeking a Senior Database Developer / Contract Manager to join our team and support our client. This position is remote, with occasional access to DHS facilities in the National Capital Region potentially required for coordination.

The ideal candidate is a highly organized, client-focused technical leader with demonstrated experience managing IT service-delivery contracts or task orders and leading database development and data-management activities. This individual will serve as the Contractor's primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR), while ensuring consistent, high-quality support for report automation and data operations.

Essential Duties and Responsibilities
  • Serve as the Contract Manager and single point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) for all contract-related matters.
  • Oversee Contractor personnel, work assignments, deliverables, and performance across all Statement of Work tasks.
  • Maintain awareness of work performed across the contract and ensure continuity of support, appropriate staffing levels, and timely completion of deliverables.
  • Coordinate personnel actions and provide at least 30 business days' advance notice for staffing changes.
  • Obtain CO approval before replacing any Key Personnel.
  • Lead and oversee database development, database administration, data management, reporting automation, and related technical activities.
  • Support OHSS data operations by guiding the development, enhancement, maintenance, and integration of data solutions.
  • Coordinate with federal stakeholders, technical staff, and Contractor personnel to identify priorities, resolve issues, and communicate project status.
  • Monitor project risks, staffing needs, technical dependencies, and performance concerns; implement timely corrective actions as needed.
  • Ensure COR problem-resolution requests are acknowledged and addressed within 24 hours of notification.
  • Remain available to the COR by phone and email from 8:30 AM to 5:00 PM Eastern Time, Monday through Friday.
  • Ensure Contractor staff complete required DHS security, privacy, and Rules of Behavior training and comply with applicable DHS policies and procedures.
  • Prepare and deliver required performance information, status reports, technical documentation, and other contract deliverables.

Work Experience and Job Skills
  • Demonstrated experience managing IT service-delivery contracts, task orders, or comparable complex technical engagements.
  • Demonstrated senior-level experience in database development, database management, data integration, data operations, and automated reporting environments.
  • Experience supporting federal clients, especially in statistical, analytical, reporting, or data-driven operational environments.
  • Experience leading technical teams and coordinating multiple concurrent workstreams, staffing needs, deliverables, and client priorities.
  • Strong knowledge of data-management practices, database development life cycle activities, data quality, reporting automation, and system integration.
  • Experience translating business, operational, and reporting requirements into practical technical solutions.
  • Demonstrated ability to manage project risks, resolve issues promptly, and sustain continuity of operations.
  • Strong client-facing communication, relationship-management, leadership, and problem-solving skills.
  • Ability to work independently in a remote environment while effectively coordinating distributed teams and federal stakeholders.

Education
  • Bachelor's Degree is required.
  • Preferred field of study includes Computer Science, Information Technology, Information Systems, Operations Management, or a related field.
  • MBA or Master's Degree in a relevant field of study is preferred.

Certificates, Licenses and Registrations
  • Project Management Professional (PMP), Certified ScrumMaster (CSM), or other project/program-management certifications are preferred.
  • Database, cloud, data-management, business intelligence, or information technology certifications are preferred.

Communication Skills
  • Excellent verbal and written communication skills.
  • Ability to present proposals, performance data, project status, and technical information to stakeholders at all organizational levels.
  • Comfortable interfacing with federal clients, executive leadership, technical personnel, and Contractor staff.
  • Ability to write clear, concise, accurate, and confidential technical and programmatic content.

Clearance Requirements
  • Must be eligible to obtain and maintain a DHS Public Trust clearance.

Travel
  • This position is primarily remote.
  • Occasional travel or access to DHS facilities in the National Capital Region may be required for coordination.

Environmental Requirements
  • Mainly a routine office environment.
  • May be required to lift up to ten (10) pounds.
  • Flexible in working extended hours.
