Full Job Description
SEH is seeking a highly experienced Business Development and Program Leader to help grow our civil municipal and federal work across the Eastern United States. This opportunity is designed for a senior relationship builder who understands how public-sector and federal work is won and delivered, how long-term client trust is built, and how to connect the right people, services, teaming partners, and strategy around meaningful infrastructure opportunities. The successful candidate will bring strong regional and federal-market relationships, a practical understanding of municipal, county, agency, military, and federal client needs, and the business judgment to help SEH expand its presence in the Eastern United States. This is a senior growth role for someone who knows the market, can open doors, and can deliver complex projects to help position SEH as a trusted partner across the region and within the federal market. This Opportunity: • Lead senior-level multidisciplinary programs across the Eastern United States, with a focus on civil municipal and federal opportunities. • Serve as program manager for major strategic clients with multi-year contracts, managing multi-disciplinary teams to identify opportunities, expand services, and drive long-term revenue growth. • Build and advance practical growth strategies for both regional public-sector clients and federal clients, including market positioning, pursuit priorities, client relationship plans, teaming strategy, and long-term pipeline development. • Develop trusted relationships with municipal leaders, county officials, federal clients, military installations, agency contacts, teaming partners, and other key decision-makers across the Eastern United States and the broader federal market. • Identify, qualify, win and deliver infrastructure projects related to water, wastewater, stormwater, transportation, facilities, planning, funding, federal programs, and related public-sector needs. • Represent SEH in municipal, county, agency, military, and federal settings with credibility and confidence, helping clients and partners understand the full range of services and resources SEH can bring to their communities, installations, and programs. • Partner with SEH technical leaders, client service managers, federal market leaders, capture resources, and proposal teams to shape pursuit strategies, strengthen positioning, and support successful wins. • Support growth of SEH's local and federal presence by building brand awareness, expanding client and partner relationships, and helping establish SEH as a long-term partner in the Eastern United States civil and federal market. Essential Qualifications: • Demonstrated experience successfully managing complex programs that coordinate and integrate the efforts of multidisciplinary teams to achieve strategic goals, deliver quality outcomes, and meet schedule and budget objectives. • Senior-level business development, client development, market growth, capture, or strategic sales experience in public-sector consulting, infrastructure, federal programs, architecture/engineering, construction, or a related professional services environment. • Strong understanding of the federal market, including federal clients, agencies, military installations, procurement pathways, contracting vehicles, capture strategy, teaming relationships, and federal infrastructure opportunities. • Ability to work across internal teams and disciplines to connect SEH's technical capabilities with municipal, county, agency, military, and federal client needs and pursuit opportunities. • High level of professional maturity, judgment, and ownership, with the ability to operate independently while staying closely aligned with SEH leadership, regional growth priorities, and federal market priorities. • All offers of employment for this position are contingent upon the successful completion of a background check which meets company standards. Please note interns are not required to complete a background check during the hiring process. • This role is open to candidates residing in the state of Florida Preferred Qualifications: • Established network of municipal, county, federal, military, agency, and teaming partner relationships across the Eastern United States • Experience in helping grow a new geography, office, market sector, or client base. • Familiarity with civil municipal infrastructure, federal programs, funding strategy, grant-supported projects, and public-sector procurement. • Experience supporting capture strategy, proposal positioning, shortlist/interview preparation, and long-term client account planning. • Prior experience in an employee-owned or relationship-driven professional services organization. This position requires an MVR records check verifying that you possess a valid driver's license and a driving record which meets the requirements of SEH's Driving Program.
