Full Job Description
This Opportunity:
  • Manage and deliver transportation, municipal infrastructure, and construction engineering projects for clients throughout North Dakota.
  • Serve as the Project Engineer on construction projects, coordinating with contractors, clients, utility providers, and regulatory agencies to ensure successful project delivery.
  • Perform construction observation, contract administration, quantity tracking, schedule monitoring, and quality assurance activities during project execution.
  • Collaborate with multidisciplinary teams across SEH to develop practical solutions for complex infrastructure and construction challenges.
  • Represent SEH at construction progress meetings, public meetings, and coordination meetings with local governments, NDDOT, and other stakeholders.
  • Mentor and provide technical guidance to construction staff, technicians, and junior engineering professionals.
  • Support business development efforts through client relationship management, proposal development, project interviews, and pursuit strategies.

Essential Qualifications:
  • Bachelor's degree in Civil Engineering, Construction Engineering, or a related engineering discipline.
  • Professional Engineer (PE) license, or ability to obtain North Dakota PE licensure within a reasonable timeframe.
  • Experience providing construction engineering, construction observation, construction administration, or resident engineering services on transportation and/or municipal infrastructure projects.
  • Knowledge of construction specifications, contract documents, change orders, pay estimates, and quality assurance/quality control procedures.
  • Experience coordinating with contractors, public agencies, and project stakeholders throughout the construction lifecycle.
  • Strong communication, leadership, and project management skills.
  • Ability to travel to project sites throughout North Dakota as required.
  • Reside within commuting distance of the Bismarck-Mandan area or be willing to relocate.

Preferred Qualifications:
  • Experience working with the North Dakota Department of Transportation (NDDOT), local municipalities, or county agencies.
  • Previous experience serving as a Construction Representative (CR), Construction Manager, or Construction Engineer on public infrastructure projects.
  • Knowledge of roadway, bridge, utility, water, wastewater, or site development construction.
  • Ability to develop client relationships, identify new business opportunities, and support project pursuits.
  • Demonstrated commitment to mentoring and developing technical staff.
  • Experience managing multiple active construction projects simultaneously while maintaining quality, schedule, and budget objectives.


This position requires an MVR records check verifying that you possess a valid driver's license and a driving record which meets the requirements of SEH's Driving Program.
