Full Job Description
One Federal Solution is seeking a Program Manager to support the Internal Revenue Service (IRS) HSPD-12 Credential Issuance and Maintenance Blanket Purchase Agreement (BPA) and Identity, Credential, and Access Management (ICAM) program operations. The selected individual will provide program leadership, oversight, and coordination for nationwide credentialing support activities while serving as the primary interface between the Government, Contracting Officer's Representative (COR), and contractor personnel. The Program Manager will support operational planning, workforce management, reporting requirements, and program execution in support of IRS credentialing operations and ICAM initiatives.

Program Manager Tasks and Duties:
  • Responsible for managing and overseeing all aspects of contract performance and program execution.
  • Plan, coordinate, and manage complex information technology projects.
  • Prepare and present project schedules, costs, deliverables, risks, and mitigation strategies to Government leadership.
  • Provide program management support for IRS ICAM and HSPD-12 operations.
  • Attend ICAM, BPA, leadership, and program meetings as required.
  • Prepare meeting agendas, meeting minutes, and action item trackers.
  • Coordinate contractor work assignments and monitor completion of assigned activities.
  • Support workforce management activities and staffing coordination efforts.
  • Coordinate activities with the Contracting Officer's Representative (COR) and Government stakeholders.
  • Track program action items and support issue resolution activities.
  • Monitor travel budgets and expenditures and provide expenditure reporting.
  • Prepare weekly, monthly, and ad hoc status reports as required by the Government.
  • Maintain and support Quality Control Plan (QCP) activities and updates.
  • Provide support to the IRS ICAM Headquarters office in Washington, DC as required.
  • Advise Government leadership regarding effective utilization of information technology systems and business process improvements.
  • Apply knowledge of large systems modernization initiatives and business process reengineering efforts.
  • Ensure compliance with contract requirements, service levels, and performance standards.
  • Support transition planning and knowledge transfer activities when required.

Program Manager Qualifications:
  • Bachelor's degree is required. Four (4) years of directly related experience may be substituted in lieu of the education requirement.
  • Project Management Professional (PMP) certification is required.
  • Ten (10) or more years of program management experience supporting large-scale operations, enterprise IT programs, or federal programs is preferred.
  • Experience managing geographically dispersed teams and multi-site operations.
  • Knowledge of HSPD-12 directives, PIV credentialing, FIPS 201, Public Key Infrastructure (PKI), and Federal Identity, Credential, and Access Management (FICAM) principles.
  • Experience supporting credential issuance and maintenance operations.
  • Experience using the USAccess system and supporting federal credentialing environments is preferred.
  • Familiarity with Fixed and Mobile Credentialing Units, Fargo printers, laptops, desktops, copier and multifunction devices, and Light Activation Kits.
  • Experience with Quality Control Plan (QCP) management, risk mitigation tracking, workforce management, and performance reporting.
  • Experience supporting business process reengineering and large systems modernization efforts.
  • Strong analytical skills and ability to work independently on assigned tasks.
  • Excellent written and verbal communication skills.
  • Strong organizational and time management skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Knowledge of Microsoft Access, Word, PowerPoint, SharePoint, and Excel is required.
