Summary:
The Manager, Clinical Engineering provides operational oversight and governance of outsourced Clinical Engineering (Health Technology Management) services across assigned RUSH facilities and programs. The role is accountable for ensuring vendor performance, regulatory compliance, equipment reliability, and alignment with organizational clinical, operational, and financial objectives. The Manager serves as the primary operational interface between clinical stakeholders and the outsourced Clinical Engineering provider, translating system strategy into daily execution while ensuring patient safety, service excellence, and contract compliance.

Required Job Qualifications:
• Bachelor of Science in Biomedical Engineering, Electrical Engineering, Healthcare Technology Management, or related technical discipline.
• Ten years' experience in bio-medical or imaging service industry with at least five of those years in supervisory or managerial capacity.
• Equivalent combination of education, training and experience where the required knowledge, skills and abilities have been acquired may be substituted.
• Ability to perform basic financial analysis, manage and calculate budgets, revenue and costs.

• Experience working within vendor-supported or outsourced service environments.
• Knowledge of Joint Commission, CMS, FDA, and healthcare technology regulatory requirements.
• Ability to use basic computer software packages (power point, word processing, spreadsheets, work order tracking and inventory management, and databases).
• Ability to evaluate maintenance and cost data related to medical equipment.
• Ability to evaluate staff and outside vendor staff productivity and to ascertain quality of equipment support services provided by both hospital and outside vendor staff.
• Experience utilizing CMMS, asset management, and service reporting systems.
• Ability to perform financial analysis and evaluate service costs, budgets, and operational performance metrics.
• Ability to assess outsourced service provider performance and compliance with contractual expectations.
• Strong verbal and written communication skills.
Preferred Qualifications:
• Master's degree in related field.
• CHTM certification.
• Experience in large multi-site healthcare systems.
• Familiarity with medical device cybersecurity and interoperability risks.
Physical Demands
Ability to lift and/or carry equipment up to 50 pounds when required for inspection, validation, or operational review activities. Ability to work in hospital and outpatient clinical environments. Ability to walk, stand, kneel, bend, reach, and sit for extended periods during operational assessments and facility rounds.
Responsibilities:
1. Inform hospital and organizational leadership regarding operational, regulatory, service, and financial performance of outsourced Clinical Engineering services.
2. Serve as the primary operational contact for outsourced Clinical Engineering vendor leadership across assigned facilities.
3. Monitor and validate vendor compliance with service-level agreements (SLAs), KPIs, staffing commitments, documentation standards, and contractual obligations.
4. Review vendor operational performance data and identify opportunities for service improvement, risk mitigation, and operational efficiencies.
5. Conduct regular operational reviews with vendor leadership to discuss preventive maintenance compliance, corrective maintenance performance, equipment reliability, quality concerns, and strategic initiatives.
6. Collaborate with clinical departments, Supply Chain, Facilities, IT, Finance, and Cybersecurity teams on equipment planning, installation, replacement, integration, and lifecycle management activities.
7. Participate in capital planning activities, equipment standardization initiatives, replacement planning, and technology assessments.
8. Ensure equipment support requests are addressed within established contractual response and resolution timeframes.
9. Participate in departmental and system-wide continuous improvement initiatives focused on service quality, patient safety, operational effectiveness, and financial stewardship.
10. Ensure compliance with Joint Commission, CMS, FDA, ECRI, and organizational standards, policies, and procedures.
11. Support administration and oversight of the Medical Equipment Management Program, including key performance measures and regulatory requirements.
12. Support regulatory surveys, tracers, audits, corrective action plans, device recalls, safety notices, and hazard alerts.
13. Analyze CMMS, vendor, and operational performance reports to identify trends, risks, and opportunities for improvement.
14. Participate in meetings, seminars, training activities, and strategic planning initiatives as required.
