Job Summary
The Java Full Stack Developer will work with TCEQ IRD and user staff to develop, prototype, test, and implement web-based applications supporting external authorization, issuance, renewal, and termination processes. The role operates in a rapid, iterative prototype-to-production environment and requires full-stack development experience, with an approximate 50% front-end and 50% back-end focus. The successful candidate will collaborate with technical and non-technical stakeholders to design, develop, test, document, and implement secure, accessible, and reliable enterprise web applications.
Key Responsibilities
• Develop design documents and SQL-driven screen prototypes based on user requirements.
• Present prototypes to end users, gather feedback, and incorporate appropriate changes.
• Develop and maintain JBoss JEE applications using JSF, PrimeFaces, EJB, Hibernate, and Spring.
• Develop and consume REST web services and integrate applications with Oracle databases and other agency systems.
• Produce module specifications, technical documentation, test requirements, and system and integration test plans.
• Develop detailed flowcharts, data models, system blueprints, and technical design specifications.
• Perform unit, integration, acceptance, and automated testing.
• Develop accessible web applications that support users with disabilities and screen readers such as JAWS and NVDA.
• Ensure applications comply with TCEQ, DIR, W3C, security, and applicable web standards.
• Support application modifications through design reviews, prototype evaluations, and testing.
• Develop robust automated test modules to reduce risks associated with production deployments.
• Collaborate effectively with team members and stakeholders with varying levels of technical expertise.
• Analyze end-user business processes and integrate appropriate technical solutions to support business requirements.
Required Qualifications
• 5+ years of full-time experience in computer programming and/or systems analysis.
• Strong Java/JEE development experience using modern IDEs such as Eclipse or Visual Studio Code.
• Full-stack development experience with approximately 50% front-end and 50% back-end responsibilities; strong front-end experience may also be considered.
• Strong experience with Java, Oracle PL/SQL, JSF, PrimeFaces, JBoss/JEE, and Hibernate.
• Experience with Apache Tomcat 9/10 and JBoss EAP 7/8.
• Experience with JSF 2.3-4.0 and PrimeFaces 6-14.
• Experience with Hibernate 5-6.
• Experience with JDK 1.8, 17, or 21.
• Strong experience with Oracle PL/SQL and Oracle database objects, including tables, constraints, triggers, and related objects.
• Experience with the Spring Framework and Spring Batch.
• Experience developing and integrating REST web services.
• Experience with Git/SVN, Maven, Jenkins, and CI/CD environments.
• Experience with Git tools and GitHub Copilot.
• Strong understanding of SQL, data modeling, ER diagrams, referential integrity, and data normalization.
• Understanding of web application security and secure coding practices.
• Experience developing robust automated testing modules.
• Experience developing accessible web applications and supporting screen reader technologies such as JAWS and NVDA.
• Strong written and verbal communication skills.
• Ability to prepare comprehensive technical documentation for both technical and non-technical audiences.
• Experience developing comprehensive system blueprints and technical design specifications.
• Ability to understand and integrate technical solutions with end-user business processes.
Preferred Qualifications
• Experience working with modern versions of the required Java, JEE, JSF, PrimeFaces, Hibernate, JBoss, and related technologies.
