We are currently seeking a IT Governance & Strategy Lead to join our team in Arlington, Virginia (US-VA), United States (US).

Job Summary:

Subject Matter Expert for IT Governance & Strategy Lead in Governance, Strategic Planning, and Performance Measurement. This role provides advanced, subject matter expert-level management analysis focused on governance, strategic planning, risk assessment, and performance measurement. The SME - Management Analyst develops processes, recommendations, briefings, metrics, and supports audit/data-call responses. The position is central to organizational development, process re-engineering, and strategic improvement initiatives.

Job Duties:
  • Conduct organizational development analysis to support As-is and To-be models, offering recommendations to enhance efficiency and effectiveness in resource utilization and quality product delivery.
  • Perform gap and trend analysis to identify improvement opportunities.
  • Determine operational objectives for business requirements and evaluate existing or interfacing systems, providing recommendations on interfaces and functionality.
  • Identify, document, and recommend modifications to enhance system efficiency and performance.
  • Decompose and articulate core business needs in concepts of operation, briefings, and project schedules.
  • Document business rules, construct use cases, and workflow diagrams.
  • Produce written and verbal materials relevant to organizational, project, and task goals for senior government officials.
  • Facilitate working group sessions to assess and document stakeholder functional and technical needs.
  • Advise on Project and Portfolio Management best practices, tools, and solutions, including business process analysis and re-engineering methodologies.
  • Automate workflows, manage data, and report using Enterprise Service Management tools such as ServiceNow ITSM and ITBM modules.
  • Apply thorough knowledge of organizational development methodologies.
  • Facilitate work and training sessions, mentor project managers and staff, and revise procedures and templates based on research and interviews.
  • Support as liaison between functional stakeholders and engineering/development teams, articulating needs and requirements.
  • Analyze current business processes to recommend improvements and enhance functional services.
  • Act as key coordinator or team lead across multiple project teams; ability to supervise junior staff and work independently.
  • Outstanding written and verbal communication skills, including materials for organization, project, and task goals, and presentations to senior Government officials.
  • Experience facilitating work sessions, coaching/mentoring team members, and conducting training.
  • Provide meeting support: facilitate sessions, prepare agendas and briefings, document/distribute minutes, and track actions.
  • Exceptional organizational skills; ability to manage multiple projects and meet tight deadlines.
  • Strong interpersonal skills and proven ability to build partnerships with business and technical stakeholders.
  • Flexible approach and collaborative team mentality.
  • Initiative and independence in performing and leading work.
  • Participate in project planning and schedule management activities.
  • Ability to address client requirements backlog.
  • Deliver weekly and monthly status reports.
  • Support other Project Management Office (PMO) tasks as assigned.

Basic Qualifications:
  • Minimum 15 years of SME experience that includes establishing goals, plans that meet project objectives in portfolio management, Capital Planning, change management, program management, organizational development, strategic planning, enterprise architecture, business analysis, and performance management; domain and expert technical knowledge.
  • Active Secret Security Clearance


Preferred Qualifications:
  • Bachelor's degree in business administration, Computer/Information Systems, Computer Science, or related technical disciplines
  • Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-BPA) credential.


NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $112,942 - $188,238. Actual compensation will depend on a number of factors, including the candidate's relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation. This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
