We are currently seeking a IT CPIC Management Lead - Team Lead - SECRET Clearance to join our team in Arlington, Virginia (US-VA), United States (US).
Job Summary: The IT CPIC Management Lead - Team Lead will lead IT Governance activities, including portfolio management, investment management, capital planning, change management, program management, organizational development, strategic planning, enterprise architecture, business analysis, and performance management. This role is critical to advancing organizational efficiency, effectiveness, and compliance with federal mandates.
Job Duties: - Provide recommendations, processes, and procedures, and support to further define and implement an IT Portfolio Management program.
- Provide alternate methods to manage Portfolio Management activities across the client's IT organization with a cutting-edge solution to prepare for future benefits of a comprehensive IT portfolio based on Government mandates.
- Recommend and provide support in the development and implementation of an IT Portfolio Management portal/dashboard for logging, monitoring, and capturing metrics, trends, and statistics on IT investments utilizing available tools to begin capturing the above referenced information until a fully functional portal/dashboard is developed and implemented for use by the client's organization.
- Provide subject matter expert (SME), research, and analytical support and prepare appropriate presentations in support of Portfolio Management (PfM) for the client's organization.
- Facilitate planning sessions in the overall Portfolio Program Planning and Portfolio Management planning to include gathering data and performing data reviews, cost analyses, and validation, drafting response to internal and external Data Calls, audits, and internal/external auditor requests.
- Provide PfM spreadsheets, presentations, briefings, and documents ranging from simple to complex as required which demonstrate the above-mentioned capabilities and bringing awareness of portfolio management governance into the client's IT organization.
- Executes a wide range of internal processes and procedures to support the client's Program Offices.
- Performs analysis on new and complex project related problems and create innovative solutions involving budget, scheduling, technology, methodology, tools, and solution components.
- Drafts technical documentation to support the client's high value assets (HVAs) products/projects.
- Gathers facts through research, interviews, and surveys to analyze the client's business, draws conclusions, prepares final reports and gives presentations.
- Uses in-depth consultative skills and business objective and processes.
- Provide subject matter expertise by providing guidance, input, and maintenance of the client's IT Portfolio.
- Provide support and subject matter expertise on guidance, input, processes, procedures, and reports in alignment with the ITIL methodology.
- Participates in meetings, which may affect the budget, strategic plan, and any potential impacts to the program.
- Conduct reviews and provide input on acquisition and administrative documents.
- Provide the PfM support staff with the necessary presentations, reports, spreadsheets, information packages, and other required documentation deemed necessary to present to the client's senior managers and staff with a complete status picture of projects at any point in time. The output of the report shall include but not limited to, schedule progress, performance metrics, resource expenditure, and the status of current and future funding.
- Provide support in the development and maintenance of a Portfolio Management plan and process. This will include identifying all products, justifications, performance measures, and all other related information needed to manage the client's Project Portfolio.
- Draft responses to internal and external Data Calls, audits, and internal/external auditor requests.

Basic Qualifications: - Minimum 15 years of subject matter expert experience to include:
- Establishing goals and plans that meet project objectives in portfolio management, investment management, capital planning, change management, program management, organizational development, strategic planning, enterprise architecture, business analysis, performance management and earned value management.
- Domain and expert technical knowledge, decision-making and domain knowledge experience.
- Active Secret Security Clearance
Preferred Qualifications: - Undergraduate degree/bachelors degree
- Operational application of Project Management Body of Knowledge (PMBOK) principles.
- Organizational development analysis for resource optimization and quality delivery.
- IT Portfolio Management, strategic planning, trend analysis, and performance measurement.

- Capital Planning and Investment Control (CPIC) lifecycle and TBM framework.

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $112,942 - $188,238. Actual compensation will depend on a number of factors, including the candidate's relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation.
