Full Job Description
We are seeking to hire candidates for our Director Of Maintenance-Power Department (2020). Job Grade: SAM 42 Salary Range: $107,640.00-$134,550.00 OVERALL DESCRIPTION Responsible for the inspection, maintenance and renewal of SEPTA's Infrastructure systems, fixed plant, and equipment. Maintains the maximum level of productivity, quality, reliability, and safety for specified section or location(s) within the Infrastructure area of Engineering, Maintenance and Construction. Directs the activity of subordinate Assistant Directors and Maintenance Managers. Interprets and administers programs and procedures in accordance with approved policies. SPECIFIC RESPONSIBILITIES (Applicable to All) I. General Director of Maintenance Disciplines 1. Develops, implements and supervises detailed maintenance procedures. 2. Develops performance and quality standards to measure performance and to determine manpower and material forecasts. 3. Prepares annual forecast of maintenance activities for budget and other purposes. 4. Reviews work in progress and takes necessary action to correct unusual equipment and maintenance problems. 5. Provides, promotes and enforces safe working conditions in accordance with accepted safety practices and procedures. 6. Responsible for controlling employee attendance, overtime, injury rate and lost time due to sickness, excused hours, and other reasons. 7. Discusses complaints and grievances with employees and their union representatives attempting to resolve complaints in accordance with accepted Labor Relations practices. Participates in grievance procedures as required. 8. Supervises the use, maintenance, calibration and control of all tools, test equipment, and machinery at location. Ensures that sufficient tools, test equipment and machinery are available to efficiently perform all required tasks. 9. Develops a technically skilled, efficient, well trained and motivated workforce. Provides formal on the job training programs. 10. Manages construction programs and special projects. 11. Takes an active part in the recruitment of new employees, interviews and selects applicants to assure that highest quality people are hired. 12. Develops the managerial, technical and leadership skills of the supervisory staff. 13. Responsible for improving condition of the physical plant to provide working conditions which are conducive to high employee morale, maximum productivity and safety. 14. Responsible for maintaining staffing levels to satisfy performance requirements without excessive overtime. 15. Complies with all authority and departmental safety and security policies and procedures as well as applicable job safety responsibilities. Report safety concerns, compromises, or hazards affecting operations to the public, self and or other employees. Responsible for personal safety and is encouraged to promote the safety of others. 16. Performs other duties as required DISCIPLINE RESPONSIBILITIES II. MOW Power Discipline 1. Directs the inspection, maintenance and repair of electrical substations, high voltage breakers and switch-gear, transformers, inverters, and other power system components. Coordinate the installation of SCADA systems. Oversees the activity of the Electronics Lab. 2. Directs the inspection and maintenance of overhead/catenary traction power systems. Manages the reconstruction of same by SEPTA force account labor. 3. Directs the inspection, maintenance and repair of various underground electrical wire and cable systems. Manages the repair/replacement of cables, switch-gear, bonds and splices, duct banks, manholes, etc. Assures reliable operation of both traction power and general service distribution systems. 4. Complies with all authority and departmental safety and security policies and procedures as well as applicable job safety responsibilities. Report safety concerns, compromises, or hazards affecting operations to the public, self and or other employees. Responsible for personal safety and is encouraged to promote the safety of others. QUALIFICATIONS AND EXPERIENCE (For All Areas) - Bachelor's Degree and 5-7 years of relevant technical (maintenance, production, engineering or design) experience which includes a minimum of four (4) years supervisory experience required. In lieu of a bachelor's degree, a high school diploma and nine years' experience will be considered. - Experience managing Traction Power systems or comparable electrical infrastructure systems highly preferred. - Appropriate Technical/Safety Certification/Qualifications/Licenses, as required by SEPTA, State, Federal regulations (to be listed on posting as applicable). - Valid Driver's License (CDL may be required also). - Strong written, verbal and interpersonal skills. - Computer literacy required.
