ROLE SUMMARY

Serve as a senior advocate within Pfizer’s Federal Government Relations (FGR) team to advance Pfizer’s policy priorities with Democratic Members of the U.S. Senate. Collaborate closely with colleagues across business units and functions to support policy development, advocacy strategies, and engagement with Senate offices, committees, and staff on issues critical to Pfizer and the biopharmaceutical sector.

ROLE RESPONSIBILITIES

  • Support Pfizer’s lobbying and advocacy efforts with U.S. Senators and their staff; build and sustain effective, trusted working relationships across Senate offices.
  • Track, analyze, and engage in legislative and regulatory developments affecting Pfizer’s federal policy priorities, including drug pricing, health care, intellectual property, tax, budget, and innovation policy.
  • Partner with FGR colleagues to develop and refine policy positions, talking points, and advocacy strategies on key issue areas.
  • Drive engagement for Pfizer senior leaders, including preparing and delivering briefing materials, background memos, meeting agendas, and executing follow-up materials.
  • Represent Pfizer at the senior level in selected industry coalitions, trade associations, and advocacy organizations advancing shared policy priorities and positioning Pfizer as a leading voice in the biopharmaceutical sector.
  • Advise business units and internal stakeholders in understanding and navigating Senate developments relevant to their objectives.
  • Draft and lead development of advocacy materials including correspondence, testimony, comment letters, legislative summaries, and internal communications.
  • Conduct situational analyses and anticipate policy positions to inform proactive lobbying strategy; monitor hearings, markups, and floor activity and provide timely guidance to internal stakeholders.
  • Coordinate management of external consultants supporting Pfizer policy and advocacy efforts.
  • Maintain deep familiarity with Pfizer’s product portfolio, pipeline, and business priorities to inform targeted and effective lawmaker engagement.

BASIC QUALIFICATIONS

Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.

  • Bachelor’s degree required; Law degree and/or master’s degree preferred.
  • Minimum of 8 years of experience in federal government service, Capitol Hill, White House or Executive Branch, government relations consulting, trade association, or pharmaceutical/biopharmaceutical industry roles – with demonstrated experience in federal policy development and advocacy.
  • Working knowledge of Congressional processes, procedures, and ethics rules.
  • Strong relationship-building skills; demonstrated ability to work across party lines and navigate complex stakeholder environments with integrity and discretion.
  • Excellent written and verbal communication skills, including the ability to develop compelling advocacy materials and represent Pfizer effectively in high-stakes settings.

PREFERRED QUALIFICATIONS

  • Demonstrated experience working with or supporting activity before the Senate Finance Committee; Senate Health, Education, Labor and Pensions (HELP) Committee; Senate Judiciary Committee; Senate Budget Committee; and Senate Appropriations Committee.
  • Deep understanding of the U.S. legislative process and Democratic caucus dynamics in the Senate.
  • Experience leading or managing policy advocacy, relationship management, and political communications.
  • Strong knowledge of healthcare reimbursement, Medicare/Medicaid policy, pharmaceutical pricing and supply chain, trade, or corporate tax issues; ability to translate business priorities into legislative and policy influence.
  • Experience co-developing and implementing external engagement strategies with internal commercial and government affairs partners to advance policy priorities.
  • Proactive, politically savvy self-starter with the ability to anticipate legislative and regulatory developments — particularly those emerging from Congress and the Administration — and translate them into timely, actionable guidance for internal stakeholders.
  • Strong written and verbal communication skills, with the ability to translate complex policy issues for internal and external audiences and represent Pfizer credibly in high-stakes external settings.
  • Ability to work collaboratively across teams and functions, manage multiple priorities, and exercise sound judgment and discretion in a fast-paced, high-visibility environment

NON-STANDARD WORK SCHEDULE, TRAVEL OR ENVIRONMENT REQUIREMENTS

  • Domestic travel up to ~20%, with additional travel as needed.

The annual base salary for this position ranges from $176,600.00 to $294,300.00. In addition, this position is eligible for participation in Pfizer’s Global Performance Plan with a bonus target of 20.0% of the base salary and eligibility to participate in our share based long term incentive program.
