MetaPhase is currently supporting the Federal Transit Administration (FTA) through the Strategic HQ Integration and Functional Transformation (SHIFT) initiative, an 18-month effort to assess and optimize FTA Headquarters organizational structures, functions, staffing, governance, and workload models.
In support of this project, MPC is seeking a Workforce / Workload Analyst with five or more (5+) years of data analyst experience to support development of a data-driven workforce and workload model for FTA Headquarters. In this role, it is expected that the analyst evaluates FTA's legacy Power BI workload dashboard, refines office-level workload and Level of Effort models, develops mathematically justified staffing targets, and supports creation of a sustainable replacement workload modeling capability using an FTA/DOT-approved alternative technology.
What You Will Be Doing - Evaluate the existing Power BI workload dashboard, data structures, dependencies, calculations, and reporting metrics
- Document office-by-office tasks and Work Breakdown Structures
- Analyze task-level Level of Effort assumptions and workload baselines
- Develop quantitative methods for translating workload into optimal staffing targets
- Conduct workforce and staffing trend analysis
- Realign workload models as organizational functions and personnel structures change
- Support evaluation and selection of an approved replacement technology
- Help develop, test, and validate the replacement workload modeling tool and dashboard
- Support automated quarterly ingestion of CASTLE and Alpha Roster information
- Conduct data quality checks and validate model calculations
- Develop analytical documentation, data definitions, calculation logic, and user guidance
- Create visualizations and executive-ready workforce analyses
- Support knowledge transfer and training so FTA personnel can independently maintain the solution
- Ensure dashboard and electronic outputs support Section 508 requirements
What We Need From You (Required) - Minimum of five or more (5+) years of data analyst experience, as required by the RFQ
- Demonstrated experience performing workforce, workload, operational, or quantitative analysis
- Experience developing analytical models and translating data into business recommendations
- Strong spreadsheet and quantitative modeling capabilities
- Experience with data visualization and dashboard development
- Ability to document data structures, calculations, assumptions, and methodologies
- Strong analytical, problem-solving, communication, and presentation skills
- Experience working with stakeholders to define analytical requirements
- Ability to successfully fulfill FTA Public Trust suitability requirements
Nice to Have (Desired)- Federal government analytics experience
- Experience with workforce planning or staffing models
- Experience with R/Shiny, Python/Dash, or Microsoft-native analytical utilities
- Python, R, SQL, or similar analytical programming experience
- Experience migrating or replacing Power BI dashboards
- Experience building automated data ingestion processes
- Experience with Section 508-compliant data visualization
- Experience with CASTLE, Alpha Roster, or comparable federal workforce datasets
Required ClearanceAbility to obtain and successfully fulfill FTA Public Trust/Suitability requirements; U.S. Citizenship preferred.
Work Location Hybrid - Washington, DC. Remote work with onsite engagement at FTA Headquarters in Washington, DC as requested.
