Job Description:

Parsons is seeking an experienced Project Manager - Water/Wastewater to support and lead the planning, design, and execution of municipal water and wastewater infrastructure projects. This role is ideal for a candidate with strong technical and project leadership experience across collection systems, pump stations, distribution systems, and treatment processes.

The selected candidate must be based in or willing to work from Austin, Houston, or Dallas, Texas, and must be comfortable attending onsite meetings, visiting project sites, and traveling as required to support clients and project delivery.

Key Responsibilities
  • Manage water and wastewater infrastructure projects from planning through design, permitting, procurement, and construction support.
  • Serve as the primary point of contact for clients, internal teams, subconsultants, and stakeholders.
  • Lead project scope, schedule, budget, quality, and risk management activities.
  • Oversee and coordinate technical teams involved in:
    • Collection systems
    • Pump stations
    • Water distribution systems
    • Water and wastewater treatment processes
  • Support business development efforts, including proposal preparation, client presentations, and relationship management.
  • Attend onsite client meetings, coordination meetings, and field visits as needed.
  • Ensure compliance with applicable local, state, and federal regulations, codes, and client standards.
  • Provide mentorship and direction to junior engineers and project staff.
  • Coordinate with multidisciplinary teams to deliver high-quality engineering solutions.
  • Monitor project performance and proactively resolve issues that may affect delivery.

Required Qualifications
  • Bachelor's degree in Civil, Environmental, Mechanical, or related Engineering discipline. 10+ years of related work experience and
  • 8+ years of relevant experience in water/wastewater engineering and project management.
  • Demonstrated experience managing projects involving:
    • Collection systems
    • Pump stations
    • Distribution systems
    • Water/wastewater treatment processes
  • Experience leading multidisciplinary project teams and managing client relationships.
  • Strong understanding of municipal water and wastewater infrastructure design and delivery.
  • Proven ability to manage budgets, schedules, and project resources effectively.
  • Excellent communication, presentation, and stakeholder management skills.
  • Ability to attend onsite meetings and travel as required.

Preferred Qualifications
  • Professional Engineer (PE) license in Texas, or ability to obtain Texas licensure through reciprocity.
  • Prior experience working with municipal clients in Texas.
  • Experience with rehabilitation, capital improvement programs, and infrastructure upgrades.
  • Familiarity with permitting and regulatory coordination in Texas.
  • Strong business development and proposal support experience.

    • Dallas, TX
  • This role requires:
    • Attendance at onsite meetings
    • Periodic site visits
    • Travel as needed for project and client support

Salary Range: $125,100.00 - $225,200.00
