Full Job Description
Controls organizational activities overseeing and leading the company's operational structure and flow to ensure long-term consistent and measurable efficiency and effectiveness. Develops senior managers responsible for creating and advancing strategic initiatives to enhance overall operational performance and productivity. Establishes strategy for cross-functional teams to create ongoing operational solutions that effectively streamline workflow and drive continuous improvement. Executes strategies engaging resource management to drive and advance optimal utilization of human and technological resources to achieve organizational success. Acts as a key liaison between executive leadership and operational teams, providing strategic guidance to drive streamlined operational productivity and efficiencies, aimed to progress the company's position and presence as a leader in the industry. Essential Functions: • Develops the teams responsible for contracts, ensuring they possess the skills and knowledge necessary for task performance. • The objective of this requirement is to reduce fraud, waste, and program abuse by furnishing personnel capable of performing the following functions:1) Conduct investigations of retailers identified and reviewed by FNA and suspected of committing SNAPfraud.2) Recommend approaches for identifying emerging methods of potential retailer fraud and enhancing investigative techniques.3) During assigned investigations, identify additional retailers within the surrounding area that may be engaged in fraudulent activity and report such information to FNA.4) Coordinate with state and local partners in the investigation of SNAP fraud when explicitly directed by FNA. These services directly support ROC's mission to safeguard program integrity and ensure consistent, compliant, and effective investigative operations. • Establishes vision for deliverables to clients and key stakeholders, directing team to collaborate with clients to understand expectations, and ensure final products meet their expectations. • Formulates plans for the development of new business opportunities, developing an internal RFP process to streamline the intake of new businesses. • Establishes strategies for the implementation of new contracts, to meet contract requirements, and staffing projects to meet demands. • Manages budgets for Operations, and oversees the financial reporting system to ensure spending is aligned with the organization's budget. • Develops teams responsible for supporting ongoing customer relationships, developing new initiatives, and working collaboratively with the organization to leverage resources. • Establishes strategy for measurement systems to evaluate contract performance and improvement, identifying opportunities for improvement and assisting teams in implementing improvement strategies. • Enforces corporate policies, protecting and maintaining the privacy of associate personnel records. • Formulates policies and plans for the operations sector of the contracts department, ensuring alignment with the overarching organizational roadmap. • Manages team performance through regular, timely feedback as well as the formal performance review process to ensure delivery of exceptional services and engagement, motivation, and team development. Level of Supervision Received: Uses policies and general objectives with little functional guidance. Rarely refers specific cases to manager unless clarification or interpretation of organizational policies is needed Education (can be substituted for experience): Minimum Master's Degree required Work Experience (can be substituted for education): 15+ years of experience required Certification(s): Subject matter certification may be required based on specific contracts
