Are you an experienced IT Business Analyst, ready for a unique opportunity to grow with an environmental state agency?

HERE'S WHAT YOU'LL BE DOING
  • Translate business vision into technology solutions by capturing and documenting requirements for new systems and enhancements that drive agency efficiency.
  • Lead strategic enterprise analysis ' assessing current operations, identifying opportunities for improvement, and bridging the gap between today's needs and tomorrow's solutions while ensuring designs deliver real business value.
  • Champion quality and consistency by managing project artifacts through established change control processes, ensuring requirements, design, testing, and data migration plans stay aligned and audit ready.
  • Drive successful delivery by developing comprehensive test strategies, leading User Acceptance Testing, and partnering with teams to ensure solutions meet business needs and resolve issues quickly.
  • Ensure seamless transitions by developing and executing data migration plans ' collaborating directly with users and developers to validate, migrate, and verify critical data with accuracy.
  • Empower our users by creating clear user guides and training materials, delivering engaging training sessions, and serving as a trusted resource for technical support on new and enhanced applications.

KEY QUALIFICATIONS
  • Certified Business Analysis Professional (CBAP).
  • Experience creating the following BA documents: system/software requirements document, use cases, test plans or scenarios, diagrams (asis, workflow, state, or context), traceability matrices, report specifications, work breakdown structure, risk register, and/or data migration plan.
  • Experience in performing business analysis work for Information Technology Projects.
  • Experience creating the following PM documents: Charter, status reports, lessons learned, contract, business case, project plan, and/or schedule.


REQUIRED EDUCATION & EXPERIENCE

Certification of Competency in Business Analysis (CCBA) plus two (2) years of fulltime experience in business process analysis and/or modeling, application development or system and application design; or overseeing, coordinating, and/or conducting Information Technology projects.

OR

Certified Business Analysis Professional (CBAP).

OR

Six (6) years of fulltime experience in business process analysis and/or modeling, application development or system and application design; or overseeing, coordinating, and/or conducting Information Technology projects.

OR

A master's degree from an accredited college or university, with a major in public administration, business administration, environmental studies, planning, computer science, computer information systems, or a related field plus three (3) years of the required experience.

OR

A bachelor's degree from an accredited college or university with a major in public administration, business administration, environmental studies, planning, computer science, computer information systems, management information systems, or a related field plus four (4) years of the required experience.

OR

A bachelor's degree from an accredited college or university plus five (5) years of the required experience.

OR

Completion of 18 semester hours (27 quarter hours) in public administration, business administration, environmental studies, planning, computer science, computer information systems, or a related field plus five (5) years of the required experience.

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

WORK SCHEDULE

Standard business hours are MF, 8:00 a.m. 5:00 p.m.

Individual and work group schedule determined by the TCEQ Information Resources Division.
