Job DescriptionThe Texas General Land Office (GLO) is seeking a Budget Manager for the Financial Management Department.
Performs highly advanced and/or supervisory or managerial (seniorlevel) work administering the daily operations and activities of an agency's business function, division, or department. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May represent the organization at state, legislative sessions, and/or highlevel stakeholder meetings. Oversee multimilliondollar budgets, approve largescale resource allocations, and ensure financial sustainability and operational efficiency. Oversees the development coordination and preparation of the agency's Legislative Appropriations Request (LAR) and Operating budget. Responsible for leading and overseeing key budget activities, including but not limited to agency fiscal notes, budget adjustments, methods of finance (MOF) and object of expenses (OOE) and the agency's Full time Equivalent (FTE) cap. Reports directly to the Director of Budget and Planning and provides support and recommendations on key financial and internal staffing decisions.
What Your Contributions to the GLO Will be: Functional and Business Activities include, but are not limited to :
- Managing daytoday activities of division's staff with large and/or highly complex business functions.
- Overseeing and/or establishing division goals and objectives, including developing and approving schedules, priorities, and standards for achieving goals.
- Overseeing and approving budget expenditure and implementing budgetary adjustments.
- Leading or participating in confidential budget discussions and safeguarding sensitive information. This position is based in the Stephen F. Austin Building (SFA) and requires extensive inperson collaboration.
- Resolving crossfunctional budget issues through facetoface collaboration with program, financial, and leadership staff.
- Overseeing the preparation of the agency's Legislative Appropriations Requests (LAR), Operating Budget and Strategic Plan.
Personnel Activities include, but are not limited to :
- Managing evaluation activities.
- Supervising the work of others, where duties tie to employee Position Descriptions and the state job classifications, including maintaining and updating the Duties Distribution List.
- Overseeing the allocation of resources to achieve timely outcomes and measurable goals; monitoring and evaluating the effectiveness and efficiency of staffing levels, including managing position vacancies and recommending personnel actions.
- Maintaining positive and collaborative working relationships with all departments within the agency.
Guidance and Oversight include, but are not limited to :
- Overseeing the development and implementation of techniques for evaluating business functions.
- Overseeing special investigations, research studies, special projects, and internal audits, including but not limited to the timely and accurate preparation and resolution of reconciliations.
- Preparing management and productivity reports; reviewing and approving documents and reports developed by employees to ensure professional quality and appearance, including appropriate and accurate content, consistency, and timeliness.
- May serve as backup to the Director of Budget and Planning.
- Collaborating in person at SFA with financial and other agency staff to develop, review, and finalize subjectmatter documents and executive onepagers.
Policies and Procedures include, but not limited to :
- Overseeing the planning, development, implementation, coordination, and evaluation of guidelines, procedures, policies, rules, and regulations.
- Overseeing the monitoring and analysis of relevant state and federal legislation and oversees the implementation of changes resulting from new legislation.
- Monitoring compliance with policies and procedures; and providing input or approval of new policies and procedures.
Improvements and Innovation include, but are not limited to:
- Identifying areas requiring change and recommending initiatives to enhance and improve operational performance.
- Overseeing and managing the implementation of initiatives designed to improve operations.
- Overseeing and managing special projects resulting from duties outlined in this position description.
- Overseeing the implementation of changes resulting from new legislation.
Minimum Qualifications: - Bachelors degree in accounting, Finance, Business Administration/Management, or related discipline. Relevant work experience may be substituted for degree on a yearperyear basis.
- Six (6) years of experience in budgetrelated work.
- Must have three (3) years of supervisor/managerial experience.
- A hybrid telework/inoffice schedule is allowed per agency policy; however, department management has discretion to suspend telework based on operational need. When requested by a supervisor, employees must be able to report to the office within one hour, or as soon as practicable, while teleworking.
Preferred Qualifications: - Experience developing the Legislative Appropriations Request (LAR) and knowledge of state and federal statutes, policies, and procedures.
- Experience creating and reviewing fiscal notes
Knowledge, Skills and Abilities:
- Knowledge of state government accounting, budget, and State of Texas legislative processes and procedures.
- Skill in analyzing complex financial data.
- Skilled in computer software including, but not limited to, Excel, Word, Access, and PeopleSoft.
- Ability to manage, train, and develop staff.
- Ability to identify problems, evaluate alternatives, and implement effective solutions
- Ability to develop and evaluate administrative policies and procedures.
- Ability to explain policies and procedures to others.
- Ability to train others.
- Ability to plan, assign, and/or supervise the work of others.
- Ability to communicate orally and in writing effectively with others.
Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
