Reporting to the Senior Systems Integrator (Development), this Systems Integrator 1 (Oracle DB/BI Developer) will analyze and develop standard and ad hoc/BI reports using Oracle tools. We are looking for your expertise and advice related to the development, implementation, configuration and sustainment of the Toronto Shelter and Support Services information technology systems and solutions.

Major Responsibilities:

The primary responsibilities of this position include, but are not limited to the following:
  • Establishes and maintains business relationships with clients to discuss/assess client's needs.
  • Prepares project charter, statements of work and project plans.
  • Identifies risks and prepares action plans to mitigate.
  • Conducts or leads team in delivery of projects or work packages.
  • Liaises and co-ordinates with internal & external groups on accomplishment of deliverables.
  • Prepares and presents status report and variance explanation for projects or work packages.
  • Prepares findings and "Lessons Learned" from post-implementation project reviews.
  • Assesses, analyzes, evaluates and recommends process & policy alternatives for projects and work packages.
  • Redesigns business principles, processes, policies and standards by recommending best practices and improvements to current processes.
  • Determines business requirements and builds consensus amongst clients.
  • Prepares Business Plans, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information & technology as part of the solution.
  • Provides input to Data Management teams on transformation of clients' business requirements.
  • Recommends improvements to current methodology, process, standards, and policies.
  • Assists staff in understanding of business processes and logic.
  • Liaises with staff in development of test strategy, test cases & test scripts for system, performance, usability and acceptance testing of system solutions developed.
  • Leads team to draft implementation & rollout strategies, and plans and conducts walk-through of deliverables to identify potential problems.
  • Prepares training material and documentation for use by clients and staff; and conducts training for clients and their staff.
  • Collaborates with clients on "Go / No Go" cut-over decisions e.g. roll-outs.


Key Qualifications:

Your application must describe your qualifications as they relate to:
  1. Post-secondary education in computer science or related discipline or the equivalent combination of education and/or experience.
  2. Considerable experience in Oracle database development including SQL and PL/SQL (Oracle19c), data/object modelling, data normalization, ETL Process, application performance optimization, plus experience in a high-availability, clustered environment.
  3. Considerable experience in data analysis, using SQL and Oracle PL/SQL coding techniques to extract, and report upon information, business trends, insights and metrics from data stored in the database.
  4. Considerable experience in large scale enterprise IT database solutions (both OLTP and OLAP) and sustainment; implementing systems and solutions, and resolving technical, design and performance issues.
  5. Considerable experience in Data Mining, Data Analytics, and Data Visualization, designing and converting reports using industry standard BI tools such as Tableau, Jasper Soft or equivalent.


You must also have:
  • Knowledge of Oracle APEX to develop/sustain medium to large scale systems.
  • Ability to lead projects or teams in all phases of the project or system development life cycle, using software development and project management methodologies to ensure deliverables are met.
  • Ability to work with competing demands, prioritizing and meeting deadlines.
  • Ability to work effectively with a group of multidisciplinary staff in a project team setting.
  • Ability to effectively communicate both orally and in writing.
  • Strong analytical and problem-solving skills, listening and interacting skills are essential.
  • Strong customer service orientation.
  • Understanding of application deployment approaches, and standard dev-QA-Production cycles.
  • Understanding of privacy, security and auditing; and how these can be reviewed, monitored, and enhanced with regards to systems implementation.
