System Analyst / Business Analyst
Lead I - Software Testing
The System Analyst / Business Analyst will play a critical role in analyzing business requirements, defining system functionality, and designing Role Based Access Control (RBAC) models for enterprise healthcare applications.
The opportunity:
• Business & System Analysis
• Elicit, analyze, and document business, functional, and system requirements from stakeholders.
• Translate business needs into detailed system requirements, user stories, and functional specifications.
• Perform current state and future state analysis and identify gaps, risks, and improvement opportunities.
• RBAC & Security Modeling
• Design and maintain Role Based Access Control (RBAC) models aligned with business roles, workflows, and compliance requirements.
• Define roles, permissions, entitlements, and access matrices across applications and data layers.
• Collaborate with security, IAM, and architecture teams to ensure secure and compliant access control designs.
• Healthcare Domain & Functional Expertise
• Apply strong functional knowledge of Healthcare Payer domain, especially Broker and Shopper platforms (quoting, enrollment, plan selection, member journeys).
• Ensure system designs support healthcare regulatory, privacy, and data protection considerations.
• Delivery & Collaboration
• Work closely with Product Owners, Architects, Developers, QA, and Security teams in Agile/Scrum environments.
• Support UAT planning and execution, including functional validation and defect triage.
• Maintain requirements traceability throughout the SDLC and manage change impacts.

What you need:
• 9+ years of experience as a System Analyst / Business Analyst
• Strong experience in RBAC modeling, access control design, and authorization frameworks
• Solid functional knowledge of Healthcare Broker and Shopper domains
• Experience working with enterprise scale, security sensitive applications
• Strong documentation, analytical, and stakeholder communication skills
• Experience in Agile / Scrum delivery models
Compensation can differ depending on factors including but not limited to the specific office location, role, skill set, education, and level of experience. UST provides a reasonable range of compensation for roles that may be hired in various U.S. markets as set forth below.
Role Location: Virginia
Compensation Range: $68,000-$102,000

Full-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year) and are eligible to participate in the Company's 401(k) program with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance.
Part-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year).
