The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Sensitive Technical Operations Branch, Sensitive Activities Division (A3X).

Duties

Help

  • Plans, organizes, and directs the activities of Headquarters Air Force Special Operations Command (AFSOC), Special Technical Operations Branch (A3XO) ensuring that (functional work area) complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents Special with a variety of installation and functional area organizations.
  • Analyzes the design development, and population of selected STO related databases.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultation, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes ln assigned STO/special program projects.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Rated Air Force aviator experience (e.g., electronic warfare officer navigator, pilot) is highly desired.
  • Previous Air Force special operations experience is highly desired.
  • Special operations expertise in STO and special programs procedures is highly desired.
  • Employee will be required to undergo random counter-intelligence scope polygraph examinations due to access requirements
  • Employee will be required to report all foreign travel and contact with foreigners while in this position.
  • Employee may be required to undergo random drug test in accordance with Air Force policies.

  • During contingencies or wartime, the incumbent will be expected to perform emergency essential duties and responsibilities, possible including but not limited to: exercises of wartime and /or contingency operation; deployment within CONUS; reporting for or staying on duty when other employees are excused working overtime or irregular duty hours, performing frequent and lengthy TDYS; and other types of employment-related duties.
  • The position is designated special sensitive in accordance with DoD Reg 5200.2-R (Draft) and AFI 3l-501. Employee must have and retain a Top-Secret security clearance with Sensitive Compartmented Information (TS/SCI) access to fully perform the duties and responsibilities of this position.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of wide range of operational and logistical command level plans for conducting STO and special program operations in support of Global Competition Activities, and Special program procedures, field training exercises, command post exercises, deployment mobilization, and special operations, throughout the world; Lead, manage, and leverage the AFSOC staff in building, maintaining and enhancing the Command's Special Technical Operations (A3XO) preparations, programs and operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of wide range of operational and logistical command level plans for conducting STO and special program operations in support of Global Competition Activities, and Special program procedures, field training exercises, command post exercises, deployment mobilization, and special operations, throughout the world.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of specialized, STO, and Special Program Tactic Technique and Procedures (TTPs) and DoD TTPs


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
