Full Job Description
Summary

This position is in the Performance Reporting and Evaluation Division, Office of Performance and Planning, Bureau of Budget and Planning (BP/OPP/PRE). The incumbent serves as the Director, Division of Performance Reporting and Evaluation and supervises a team of program analysts.

Duties

Help

  • Develops and interprets guidance for the identification, research, analysis, and implementation of
    performance management and evaluation and for the development and resolution of complex issues and
    initiatives.
  • Conducts broad research and initiatives to explore alternatives and concepts related to performance
    management and program evaluation, including recommendations for resolution strategies.
  • Provides mechanisms for collection of performance and evaluation issues and initiatives across a broad
    spectrum of functional areas in a Department wide context.
  • Provides direction, oversight, and guidance to Bureaus, Offices, and overseas missions handling the
    development of all Department performance and evaluation activities, including the Annual Performance Plan
    and Report (APP/APR), Agency Priority Goals
  • Develops and establishes performance standards and evaluates the work of subordinates.
    Provides advice, counsel, and instructions to staff on both work and administrative matters.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-15 position.

Experienced in leadership and supervision of cross-functional teams, leveraging data analytics and stewarding process improvement.

Experienced in developing and monitoring projects plans, schedules, and budgets.

Experienced in writing and program/project management documentation and/or processes; present plans, results, or recommendations.
