Summary

The incumbent serves as a Supervisory Information Technology (IT) Specialist and reports directly to the NIH Chief Information Security Officer (CISO). The incumbent will provide expert guidance to the NIH Chief Information Officer (CIO), Deputy CIO and NIH CISO and independently leads special projects to further OCIO, OD, and NIH mission goals at their request.

Help

  • Advise Leadership on the direction and management of significant NIH Information Security Operations activities under relevant statutory and Federal mandates affecting operational security.
  • Lead and oversee the detection, analysis and response to operational information security issues and the development and implementation of NIH information security operations, incident response, and information security policy.
  • Oversee and manage staff in initiating, planning, designing, developing, implementing, monitoring and evaluating an effective NIH-wide Information Security Operations Program to ensure that appropriate safeguards and measures are taken.
  • Lead and guide on matters dealing with the design, implementation, management and evaluation of security operations processes and procedures.
  • Manage the NIH Information Security Program's Security Operations activities and advise and assist leadership on NIH security operations and other Information Security matters.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

Have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies:

1. Attention to Detail - is thorough when performing work and conscientious about attending to detail;

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;

4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: Leading and managing a large-scale Information Security Operations program; Providing expert-level advisory services to senior leadership; Leading and overseeing the detection, analysis, and response to operational information security incidents for large-scale IT operating environments; Planning, developing, and managing security operations programs, policies, goals, objectives, strategies, and procedures for agency-wide information security operations; and Supervising or leading multidisciplinary IT security teams.

Although not required, the Ideal Candidate would have the following:

  • Cybersecurity Operations Leadership: Demonstrated experience leading and supervising enterprise cybersecurity operations, including incident response and threat mitigation; directing professional staff and subordinate leaders; coordinating high-impact, multi-organizational incidents and investigations with Federal cybersecurity and law enforcement partners
  • Have earned a Certified Information Systems Security Professional (CISSP) Certification
  • Have earned a Project Management Professional (PMP) Certification

  • This position is designated as Tier 1, "emergency essential," position and the selected candidate will be considered an "emergency essential" employee and will be required to be available, ready, willing, and able to report for duty under all circumstances (e.g., inclement weather, government closings and holidays, lapses in appropriations, non-emergency and emergency situations) for operation 24 hours a day and 365 days per year coverage.
  • A newly appointed or reappointed employee may receive service credit for prior work experience or active-duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate. All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's entrance on duty.
