CVS Health's Digital, Data, Analytics & Technology (DDAT) organization runs one of the largest technology footprints in healthcare and Infrastructure, Security and Technology Solutions (ISTS) is the empowering layer underpinning all of it: platforms, AI, infrastructure, security, and cloud services that thousands of engineers depend on to ship. This role sits at the intersection of how all these teams connect.

The ISTS Product Portfolio Manager is a senior individual contributor who shapes and drives the product portfolio strategy for CVS Health's ISTS organization. This is an engineering-adjacent product role for someone who thinks in operating models: the heart of the work is adding connective tissue across engineering towers that visibly impacts how work gets done and doing it without re-creating structures that already work.

ISTS Product Portfolio Managers treat the organization as the product. We are accountable for the practices that make an enterprise portfolio legible: a coherent product operating model, shared product vocabulary, and the outcome-to-KPI alignment that ties investment to measurable value. We also drive end-to-end resolution of key cross-tower challenges, moving them from ambiguous through documented, decided, and adopted. Much of the work is co-created with partners across engineering, operations, and process engineering; the role builds connections into those functions rather than parallel structures.

Portfolio Intelligence and Visibility
• Develops and maintains portfolio artifacts that VPs and Chiefs of Staff reference in their own decision-making - duplication analyses, capability maps, and intake flow views.
• Aggregates intelligence from adjacent functions into cross-VP portfolio views; builds connections, not competing structures.
• Maintains continuous engagement with internal engineering communities through formal and informal research - surveys, workflow observations, and feedback sessions - to understand pain points, workflow patterns, and evolving needs.

Product Operating Model Standards
• Operationalizes shared product vocabulary and operating model standards across PM teams. Works with product managers across towers to surface where terms, definitions, and frameworks diverge, and builds shared reference materials that anchor decisions.
• Differentiates between speeding up existing workflows and reimagining the optimal, accountable experience of a desired operational standard.
• Leverages data and feedback loops so strategy and execution remain honest reflections of the work.

Stakeholder Partnership and Adoption
• Engages as a credible peer in technical discussions with senior engineers and architects, contributing product perspectives to decisions about platform architecture, toolchain evolution, and build system design.
• Champions adoption of portfolio practices and capabilities across the executive leadership through clear communication and credible advocacy.
• Prioritizes user need and motivation, ensuring portfolio artifacts are consumable through the engineering channels people already use, with a strategic eye on AI-enabled interfaces, so insights are accessible rather than another portal to check.

Required Qualifications
• 7+ years in technical product management, product operations, or technical program work with engineering teams as your primary collaborators
• 3+ years of experience in large enterprise technology organizations (5,000+ engineering headcount preferred)
• 1+ year of experience influencing VP-level and engineering stakeholders without direct authority
• 1+ year experience mapping and improving complex operational systems across multiple teams - you diagnose before you prescribe

Preferred Qualifications
• Background in infrastructure, platform engineering, developer experience, or security domains - you earn engineering trust through curiosity, not credentials
• Prior experience in portfolio rationalization, capability mapping, process design, and project-to-product change management. Familiarity with process improvement methodology (Lean, APQC) or product operations frameworks
• Track record of building feedback loops and producing artifacts under ambiguity - you don't wait for perfect data infrastructure
• Uses AI as part of your product operations practice - you've shipped LLM-assisted workflows, agents, or skills as part of your own delivery
• Advanced oral and written communication skills, influencing stakeholders across levels

Bachelor's degree and/or equivalent work experience

Pay Range

The typical pay range for this role is:

$106,605.00 - $260,590.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.
