Full Job Description
Lead the administration and governance of the organization's Global Mobility programs and international assignment practices, ensuring compliant, cost-effective and employee-focused solutions that support business and talent objectives. The role owns day-to-day mobility delivery and partners with Compensation, HR, Finance, Legal and external advisors to align international assignments, executive relocations and localizations with the organization's Total Rewards framework. The role - Global mobility policy and governance - Develop, maintain and recommend enhancements to global mobility policies, frameworks and operating standards; ensure consistent application across assignment types and geographies. - Assignment and relocation management - Lead end-to-end expatriate, international transfer, localization and executive relocation processes, including package development, documentation, employee support and assignment lifecycle management. - Mobility compensation and cost management - Oversee allowances, tax equalization/protection, benefits and other assignment-related compensation; prepare assignment cost projections, monitor budgets and assess cost-effectiveness. - Compliance and vendor oversight - Coordinate immigration, tax, employment, payroll, relocation and insurance requirements with internal partners and external vendors; monitor service quality, risks and regulatory compliance. - Advisory, analytics and program improvement - Advise HR and business leaders on mobility solutions; prepare leadership reports and analyses, monitor market practices, improve the employee mobility experience, and partner with Compensation on executive and international packages. - Designing a compliant and competitive assignment solution when tax, immigration, employment, payroll and benefits requirements differ across home and host countries, while balancing business need, cost and employee experience. - Resolving complex or exceptional mobility cases, such as executive relocations, localizations or policy deviations, through incomplete information, multiple stakeholders and changing regulatory requirements. - Determine the appropriate mobility policy, assignment approach and standard package components for individual cases; approve routine administration and recommend material exceptions to the Director, Global Compensation. - Select the delivery approach and coordinate external advisors/vendors for tax, immigration, relocation and related services; prioritize cases and corrective actions within approved policy, budget and governance parameters. The requirements - University Degree in Human Resources, Business Administration, Finance, Accounting or a related field - 8-10 years of experience in Human Resources or a related field - 3-5 years of experience in a managerial role - Experience in global mobility: tax and immigration - Global mobility certification (GMS/GMS-T) is an asset - Strategic global mobility expertise and sound knowledge of assignment lifecycle practices - Business and financial acumen, including assignment costing and budget stewardship - Knowledge of international tax, immigration, employment and payroll compliance risks - Strong stakeholder influence, consultation and executive communication skills - Analytical judgment, problem solving and disciplined program governance - Employee-focused leadership, discretion and ability to manage sensitive cases - This position requires proficiency in a language other than French to support customers, employees or markets located outside the province of Quebec or requiring services in a language other than French - mainly English.
