Full Job Description
Position Summary

The Solution Architect leads the technical design and strategic direction for the modernization of a government application portfolio. This senior-level position is responsible for defining end-to-end architectural solutions, establishing standards and patterns, and ensuring that modernized systems are scalable, secure, interoperable, and aligned with agency enterprise architecture and federal technology mandates. The Solution Architect works across stakeholder groups, from executive leadership to developers, to translate mission requirements into technically sound, cost-effective solutions
Key Responsibilities
• Define and govern the overall solution architecture for the application modernization initiative, including application, data, integration, and infrastructure layers.
• Develop and maintain architectural artifacts including solution architecture documents (SADs), architecture decision records (ADRs), data flow diagrams, integration specifications, and technology roadmaps.
• Evaluate legacy system components and lead the design of migration strategies (e.g., re-host, re-platform, re-factor, re-build) aligned with modernization goals and budget constraints.
• Establish architecture standards, reference architectures, and design patterns for use across development teams.
• Lead technical risk identification, architectural trade-off analysis, and recommend mitigations.
• Ensure architecture compliance with federal mandates including FISMA, FedRAMP, Zero Trust Architecture (ZTA) principles, and agency-specific IT security and enterprise architecture policies.
• Partner with the business requirements team to ensure architectural designs satisfy business needs and are aligned with current and future program objectives.
• Provide technical oversight and guidance to developers, data engineers, and integration teams throughout design, development, and testing phases.
• Engage with vendors and cloud service providers to evaluate technologies and platforms for fitness-of-purpose within the government context.
• Participate in governance boards, architecture review boards (ARBs), and Authority to Operate (ATO) processes.
• Support capacity planning, licensing strategy, and total cost of ownership (TCO) analysis for proposed solutions.

Minimum Qualifications
• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or related field; advanced degree preferred.
• 8+ years of progressive IT experience with at least 4 years in a solution or enterprise architecture role.
• Demonstrated experience designing enterprise solutions in cloud environments (AWS GovCloud, Azure Government, or equivalent).
• Strong proficiency in integration architecture patterns including RESTful APIs, microservices, event-driven architecture, and ESB/middleware.
• Proficiency in .Net Core/.Net 5+ application architecture and experience with Oracle 19c and Microsoft SQL Server in enterprise environments.
• Experience with application modernization approaches including legacy migration, containerization (Docker/Kubernetes), and DevSecOps pipeline design.
• Working knowledge of data architecture principles including data modeling, data governance, and enterprise data management.
• Familiarity with federal IT governance frameworks including TOGAF, FEAF, or similar enterprise architecture framework
Preferred Qualifications
• Active or ability to obtain security clearance (Secret or higher) preferred.
• TOGAF 9 Certified, AWS Solutions Architect Professional, Azure Solutions Architect Expert, or equivalent certification.
• Experience navigating the federal ATO process and working with agency ISSOs and security teams.
• Hands-on experience with DevSecOps toolchains (e.g., GitLab, Jenkins, SonarQube, Aqua Security).
• Experience with data modernization including cloud data warehouses, lakehouse architectures, and BI integration.
• Knowledge of Section 508 accessibility requirements and inclusive design for government applications.
• Prior experience in government IT modernization programs, particularly systems funded under FITARA or similar mandates.
